Nowadays design is considered as an important approach to innovation, enough to be successfully adopted within organizations of all kinds. In recent years, in fact, many governments and public institutions have also shown a growing interest in the methodology of design. In this context, service design and human-centred design practice have been proving to be valuable in settling the complex problems that governments are facing and to transform how public services and policies are developed. Proof of such a need for innovation and change in government institutions is the growing emergence of innovation and policy labs all over the world. This thesis falls therefore within the recent disciplinary field of Design for Policy and it investigates the relationship between design and policy-making, to understand how the former can support the latter in relation to the fruition and understanding of processes. Specifically, the methods and tools of service design have been applied to a small part of the European policy-making process to support a better experience of accessing, consulting and sharing the Better Regulation Package (BRP), a set of European Commission’s complex documents containing guidelines and procedures for developing EU policies. This was possible thanks to the close collaboration with the EU Policy Lab, which made it possible to get in touch with experts on these documents and to understand the negative and positive aspects of their current use. To achieve this goal, after an in-depth research phase, the proposed design solution is the EU BR Portal, an online platform that undermines the bureaucratic approach of the BRP. The portal helps European officials to navigate and consult the contents through a visual and interactive map which provides access to process guides, reducing the cognitive effort and time needed to seek information. It also offers a kit of cards designed to facilitate the understanding and performance of procedures, as well as multimedia contents sharing tips and best practices and a community space where to find support for policy-making activities.
Oggigiorno il design è considerato un approccio importante per l’innovazione, tanto da essere stato adottato con successo all’interno di organizzazioni di ogni genere. Negli ultimi anni infatti anche molti governi ed istituzioni pubbliche hanno dimostrato un crescente interesse neI confronti della metodologia del design. In questo contesto, la pratica di service design e human-centered design si sta rivelando utile per risolvere i problemi complessi che i governi si trovano ad affrontare e per trasformare il modo in cui i servizi pubblici e le politiche vengono sviluppate. Prova di questa necessità di innovazione e di cambiamento nelle istituzioni governative è il crescente emergere di innovation e policy lab in tutto il mondo. Questa tesi si inserisce quindi nel recente ambito disciplinare del Design for Policy ed indaga la relazione che intercorre tra design e policy-making, per comprendere come il primo possa supportare il secondo in relazione alla fruizione e comprensione dei processi. Nello specifico, i metodi e gli strumenti del service design sono stati applicati ad una piccola parte del processo europeo di generazione di politiche al fine di supportare una migliore esperienza di accesso, consultazione e condivisione del Better Regulation Package (BRP), un insieme di complessi documenti della Commissione Europea contenenti linee guida e procedure per sviluppare politiche comunitarie. Ciò è stato possibile grazie ad una stretta collaborazione con l’EU Policy Lab, che ha permesso di entrare in contatto con esperti di tali documenti e di comprendere gli aspetti negativi e positivi del loro attuale utilizzo. Per raggiungere tale obiettivo, dopo un’approfondita fase di ricerca, la soluzione progettuale proposta è un EU BR Portal, una piattaforma online che scardina l’approccio burocratico del BRP. Il portale aiuta i funzionari europei a navigare e consultare i contenuti attraverso una mappa visiva ed interattiva che fornisce l’accesso a guide dei processi, riducendo lo sforzo cognitivo e il tempo necessario per la ricerca delle informazioni. Offre inoltre un kit di carte progettate per facilitare la comprensione e l’applicazione delle procedure, così come contenuti multimediali che condividono consigli e best practice e uno spazio-community dove trovare supporto alle attività di policy-making.
