Transport infrastructure and services are essential elements for our economy and society. Mobility plays a central role for the domestic production of a country and for the quality of life of citizens who enjoy the freedom to travel. Transport is functional to the growth of the economy and employment of a country. Therefore, it must be sustainable considering the new challenges we are facing. A crisis such as the Covid-19 one, which has changed interpersonal relationships, preventing hugs and handshakes, has inevitably caused a break with our old perception of the world and public transport, being considered "mass transport", will be the first ones to have to adapt to this new era. The new sociality at the time of contagion imposes a meter of distance among people, the use of masks, no more conferences, meetings and gatherings. Today rules the fear of crowding, it is frightening to find ourselves among strangers and transport managers, who are aware of these concerns, will have to find a way to allow users to restore the confidence in public transport. In this moment of health, economic and social crisis, it is important not to lose the focus on the values of sustainability and attention to the environment, and to prevent people from turning exclusively to private means of transport for the fear of contagion. If this were to happen, we would take a huge step back from the progress of the last thirty years. This Thesis aims to identify and evaluate the short and long term impacts of the Covid-19 on the mobility habits of citizens, with a particular focus on the regional rail transport in Lombardy. The hope is that thanks to this research work and to the evaluations made on the impact of the health emergency on public transport, I will provide a useful tool for the future to better handle mobility services.
Le infrastrutture e i servizi di trasporto sono elementi fondamentali per la nostra economia e società. La mobilità svolge un ruolo centrale per la produzione interna di un paese e per la qualità di vita dei cittadini che fruiscono della libertà di viaggiare. I trasporti sono funzionali alla crescita dell’economia e dell’occupazione: è quindi necessario che siano sostenibili in vista delle nuove sfide che viviamo. Una crisi come quella da Covid-19 che ha modificato i rapporti interpersonali, impedendo gli abbracci e le strette di mano, ha inevitabilmente creato un punto di rottura con la nostra vecchia percezione del mondo e i trasporti pubblici, essendo considerati “trasporti di massa”, saranno i primi a doversi adattare a questa nuova epoca. La nuova socialità al tempo del contagio impone il rispetto tra le persone di un metro di distanza, l’uso di mascherine, la limitazione e l’annullamento di congressi, incontri e riunioni. Oggi l’individuo medio teme l’affollamento, ha paura di trovarsi tra sconosciuti e i gestori dei trasporti, conoscendo queste preoccupazioni, dovranno permettere agli utenti di ritrovare nuovamente, chi prima chi poi, la fiducia nei mezzi pubblici. In questo momento di crisi sanitaria, economica e sociale è importante non perdere di vista i valori della sostenibilità e dell’attenzione all’ambiente, impedendo che per paura del contagio la popolazione si rivolga esclusivamente a mezzi di trasporto privati facendo così un enorme passo indietro rispetto ai progressi degli ultimi trent’anni. Il presente contributo intende individuare e valutare gli impatti a breve e lungo termine che la diffusione del virus Covid-19 avrà sulle abitudini di mobilità dei cittadini, ed in particolare sull’utilizzo del trasporto ferroviario regionale in Lombardia. La speranza è che grazie a questo lavoro di ricerca ed alle valutazioni sull’impatto dell’emergenza sanitaria sui mezzi di trasporto pubblici si riesca a fornire uno strumento utile per il futuro per gestire al meglio i servizi di mobilità.
