Italy is a country characterized by a significant number of students, high percentage of which is constructed by international students and domestic students migrating within the country. Consequently, the number of away-from-home students is particularly high, representing a source of demand for the alternative residential asset classes, such as student accommodations. Following this immense demand, a relevant provision of supply is expected in the market. Despite this, Italy has only 65,000 bedspaces for students, reflecting a provision rate of 3.3%, which is mainly supplied by institutions. It is interesting to understand why the number of investments in Italy for this asset class remains limited, even though the demand is adequate to exploit. To find an answer for this question, the main obstacles in the Italian real estate market, regarding the development of private student accommodations, are examined and identified. The major issues faced by the investors and operators are related to the lack of assets, restrictive regulatory framework, unfavorable fiscal treatments and consequently low number of specialized operators. In order to address these problems, several proposals are made in this thesis with the main aim to increase the number of investors and specialized operators by making the Italian real estate market more attractive for domestic and international players. After identifying the problems and introducing the corresponding solutions, a case study is conducted by applying the models proposed by the authors as a way to demonstrate the feasibility of the suggestions.
L'Italia è un paese caratterizzato da un numero significativo di studenti, la cui alta percentuale è costituita da studenti internazionali e studenti nazionali che migrano all'interno del paese. Di conseguenza, il numero di studenti fuori sede è particolarmente elevato, rappresentando una fonte di domanda per le asset class residenziali alternative, come gli alloggi per studenti. A seguito di questa immensa domanda, ci si aspetterebbe un’offerta rilevante nel mercato. Nonostante ciò, l'Italia ha solo 65.000 posti letto per studenti, a fronte di un tasso di fornitura del 3,3%, fornito principalmente dalle istituzioni. È interessante capire perché il numero di investimenti in Italia per questa asset class resta limitato, anche se la domanda è adeguata da sfruttare. Per trovare una risposta a questa domanda, vengono esaminati e individuati i principali ostacoli del mercato immobiliare italiano, riguardanti lo sviluppo delle residenze studentesche private. Le principali problematiche affrontate da investitori e operatori sono legate alla mancanza di asset, al quadro regolamentare restrittivo, ai trattamenti fiscali sfavorevoli e di conseguenza al basso numero di operatori specializzati. Per affrontare queste problematiche, in questa tesi vengono fatte diverse proposte con l'obiettivo principale di aumentare il numero di investitori e operatori specializzati rendendo il mercato immobiliare italiano più attrattivo per gli attori nazionali e internazionali. Dopo aver individuato i problemi e introdotto le relative soluzioni, un caso di studio verrà condotto, applicando il modello proposto dagli autori come modo per dimostrare la fattibilità dei suggerimenti offerti.
