The purpose of the project, which was born as a result of the internship at Enel S.p.A., is to create a safety control system applicable for energy distribution (Global Infrastructure and Networks - GIN) and for generation (Global Power Generation - GPG), through the same method As a first step we have established what is meant by control system. The control system has been defined as a structure capable of planning, organizing, carrying out and tracking controls on all aspects of health and safety, organizational, procedural and execution in the field, aimed at identifying and recognizing insecure or non-compliant situations in advance and identifying corrective actions to eliminate or minimize the related risk. Subsequently, it was defined who the inspectors are and the skills they must possess in order to carry out the controls. Once that new control system was defined, we moved on to modify the formulas in use starting from the Contractor Safety Index (CSI). This equation is used within the Group to calculate a safety parameter related to third parties operating for Enel. The calculation of the CSI is made monthly for each Contractor and returns the general trend, in terms of safety, of the same but is also very useful for the planning of controls. The revision made to the formula of the CSI provides for the inclusion of parameters that take into account: - non-conformities detected in the last period (α) - context analysis (β) - follow-up (γ) One of the first problems that arose, evaluating the planning formula, was that of measuring the minimum frequency with points/controls, since not all business units within the Group use points, so efforts were made to bring everything back to the unit of measurement of hours/controls, so a new formula for calculating the minimum frequency of controls according to the hours worked was inserted. Once that the formulas were modified, Key Performance Indexes (KPIs) were established to be respected in order to monitor the system under examination. Unfortunately, due to the Corona Virus pandemic, it was not possible to carry out the field checks and apply the revised formulas directly, but the checks were carried out in travel-less mode. To test the new system for GPG the 2019 database was used, for GIN the formulas were tested on the basis of data collected in the first period of 2020. To support the controls different applications that help the inspectors to conduct controls empower operators to carry out their work and automatically generate reports easily accessible to all are used. The formulas during the tests have shown that they make sense if there is a high density of data as in the case of GIN, because the number of checks to be carried out is of the same order of magnitude as those carried out in 2019, conversely if the database is weak, as in the case of GPG, the formulas do not give reliable results. Therefore, in order to reach the objective set at the beginning, that is to create a control system that can unify the business lines, it is first necessary to strengthen the controls to have a correct CSI value and then the formulas, aimed at planning, will return values that can be used immediately. It should be noted that the operation to populate the GPG database has started later than GIN, but we are working to have CSI values consistent with the truth.
Lo scopo dell’elaborato, che nasce a seguito del tirocinio svolto presso Enel S.p.A., è creare un sistema di controllo safety applicabile sia in ambito della distribuzione energetica (Global Infrastructure and Networks - GIN) sia in quello della generazione (Global Power Generation - GPG), attraverso uno stesso metodo Come primo passo si è stabilito cosa si intende per sistema di controllo. Il sistema di controllo è stato definito come una struttura in grado di pianificare, organizzare, effettuare e tracciare i controlli su tutti gli aspetti di salute e sicurezza, organizzativi, procedurali e di esecuzione in campo, volti a identificare e riconoscere preventivamente situazioni insicure o non conformi e individuare azioni correttive per eliminare o minimizzare il rischio correlato. Successivamente sono stati definiti chi sono gli ispettori e le abilità che devono possedere al fine di effettuare i controlli. Una volta definito il nuovo sistema di controllo, si è passati alla modifica delle formule in uso partendo da quella del Contractor Safety Index (CSI). Questa equazione viene utilizzata all’interno del Gruppo per calcolare un parametro di sicurezza relativo a terze parti operanti per Enel. Il calcolo del CSI viene effettuato mensilmente per ogni contrattista e restituisce l’andamento generale, in termini di sicurezza, dello stesso ma risulta molto utile anche ai fini della pianificazione dei controlli. La revisione apportata alla formula del CSI prevede l’inserimento di parametri che tengano conto di: • non conformità rilevate nell’ultimo periodo (α) • analisi del contesto (β) • verifica e aggiornamento (γ) Uno dei primi problemi che si è presentato, valutando la formula della pianificazione, è stato quello della misurazione della frequenza minima con i punti/controlli, in quanto all’interno del Gruppo non tutte le unità di business utilizzano i punti, quindi ci si è adoperati al fine di riportare tutto all’unità di misura delle ore/controlli, è stata dunque inserita una nuova formula per il calcolo della frequenza minima dei controlli in funzione delle ore lavorate. Una volta modificate le formule, sono stati stabiliti dei Key Performance Index (KPI) da rispettare al fine di monitorare il sistema in esame. Purtroppo, a causa della pandemia legata al Corona Virus, non è stato possibile effettuare i controlli in campo e applicare direttamente le formule revisionate, ma si è operato in modalità travel-less per quanto concerne l’effettuazione dei controlli. Per testare il nuovo sistema, invece, si è utilizzato per GIN il database 2019 per GPG, invece, sono state testate le formule sulla base dei dati raccolti nel primo periodo del 2020. A supporto dei controlli vengono utilizzati differenti applicativi che aiutano gli ispettori a condurre gli stessi, responsabilizzare gli operatori nell’effettuare la loro mansione e generare automaticamente report facilmente fruibili a tutti. Le formule durante i test hanno dimostrato come queste diano una pianificazione dei controlli sensata se vi è una cospicua densità di dati come per il caso di GIN, in quanto il numero di controlli da effettuare risulta dello stesso ordine di grandezza di quelli effettuati nell’anno 2019, al contrario se la base dati è debole, come per GPG, le formule non danno dei risultati attendibili. Dunque, per raggiungere l’obiettivo fissato in partenza, cioè creare un sistema di controllo che possa unificare le business lines, bisogna dapprima potenziare i controlli per avere un valore di CSI corretto e verificato così poi le formule, volte alla pianificazione, restituiranno valori sin da subito utilizzabili. C’è da precisare che l’operazione di popolare il database di GPG è iniziata dopo rispetto a GIN, ma ci si sta adoperando per avere valori di CSI coerenti al vero.
