Autonomous Vehicles (AVs) have become a significant topic for today’s debate and researches as an upcoming addition to urban life and infrastructures. Diffusion of them will produce significant impacts on the urban environment, mobility practices, urban space, and services. Up to now, many studies have mostly paid attention to the technical aspects and feature of the vehicles, but now it becomes important also to deal with the planning aspects to support the spread of these new vehicles since these new inventions are going to change the face of our cities in near future. These changes must be planned in order to have a positive effect on mobility practices, and on the urban landscape. This thesis, with the help of a scenario-based approach, aims to suggest guidelines for future developments of AVs, based on the different situations that planners might face. Based on the approach followed by this research, first Autonomous Vehicles will be introduced, their history, impacts, barriers, and incentives for their diffusion. Then the thesis proposes three possible future scenarios for the AVs diffusion, tested in the metropolitan area of Milan. The scenarios, built starting from the selection of indicators, offer possible suggestions to govern the spread of the Driverless technology that is going to enter the market soon, with or without planning policies. However, a policy framework finalized to manage the process and provide design solutions for the (infra) structures, mobility services, and spaces suitable for this new technology, is urgent for guaranteeing safety, quality of the urban environment, fewer emissions, and a more efficient transport system.
I veicoli a guida autonoma sono diventati un oggetto di dibattito e di ricerca significativo sia in riferimento alle necessarie innovazioni tecnologiche che li riguardano, sia in relazione agli effetti che la loro diffusione potrà produrre sulla vita urbana e sull’uso di infrastrutture e spazi pubblici. La loro diffusione produrrà infatti impatti significativi sull'ambiente urbano, sulle pratiche di mobilità, sull’uso degli spazi e sui servizi. Se l’attenzione è stata perlopiù rivolta finora agli aspetti tecnici e alle caratteristiche dei veicoli, diventa importante occuparsi anche degli aspetti di pianificazione per accompagnare la diffusione di questi nuovi veicoli che cambieranno il volto delle nostre città nel prossimo futuro. I cambiamenti che produrrà la diffusione di veicoli a guida autonoma devono essere programmati al fine di avere un effetto positivo sulle pratiche di mobilità, e sul paesaggio urbano. Questa tesi, con l'aiuto di un approccio basato su scenari, ha la finalità di suggerire linee guida per sviluppi futuri in base alle diverse situazioni che i pianificatori potrebbero affrontare. L’approccio seguito in questa ricerca ha dapprima introdotto e presentato i Veicoli Autonomi, la loro storia, gli impatti, le barriere e gli incentivi alla loro diffusione. Quindi ha proposto tre possibili scenari futuri per una loro diffusione, sperimentati nella Città metropolitana di Milano. Gli scenari costruiti a partire dalla selezione di indicatori, offrono possibili suggerimenti per governare la diffusione dei veicoli senza conducente che presto entreranno nel mercato con o senza politiche di indirizzo. Tuttavia solo grazie a politiche per progettare (infra)strutture e servizi di mobilità adeguati per questo processo, si potrà garantire sicurezza, qualità dell'ambiente urbano, meno emissioni e un sistema di trasporto più efficiente.
