This thesis aim is to consider the best practices for sustainability in European cities to be implemented later on to the Latin America context. We will use case studies from European eco quartiers as a paragon of value. It is necessary to mention the dissimilarities between European and Latin America cities starting from the growth rate which is, for instance, ten times that of European cities, but the poverty index is likewise considerably higher. Latin America context is quite diverse, looking at other conditions such as urban sprawl, poverty, corruption, inequalities and the presence of informal settlements. Adding to this statement, social housing in Latin America is constantly condemned by problems that can vary from a substantial gap between the urban poor and the urban rich. During the last decades, social housing provision has been responding to the interests of the business sector of housing production rather than meeting the housing needs of the population. These provisions facilitated the consolidation of housing development groups, whose intervention expands to the periphery of Latin America cities by buying large extensions of land and building gigantic housing complexes on isolated areas in which not even basic services and public transport can arrive. In this study, we will evaluate different case studies from European eco quartiers (eco neighborhoods and districts) as a paragon of value to understand which are the added values of eco quartiers and how these strategies can be transferred into Latin America context. The examination of European eco quartiers is significant because Europe possesses a matured housing policy that has been developed gradually and becomes combined with other policies and best practices in terms of sustainability and climate change mitigation into the Eco neighborhood concept. The Eco Neighbourhood or Eco quartier concept is not properly known in Latin America that is why this thesis will remark the weakened points of the social housing in Monterrey, Nuevo Leon, one of the three largest cities in Mexico and the second city with the largest rate of abandoned housing. To, later on, transform our main findings into a Masterplan proposal, with strategies and actions for shaping and ensuring opportunities for lower-income citizens to live in a neighborhood with proper life quality and a more sustainable city.
L’obiettivo di questa tesi è quello di considerare le migliori pratiche di sostenibilità nelle città europee da implementare in seguito nel contesto dell’America Latina. Useremo casi studio di eco quartieri europei come un esempio di valore. È necessario menzionare le differenze tra le città europee e dell’America Latina a partire dal tasso di crescita che è, ad esempio, dieci volte quello delle città europee, ma anche l’indice di povertà è considerevolmente più elevato. Il contesto dell’America Latina è piuttosto diversificato, considerando altre condizioni come l’espansione urbana, la povertà, la corruzione, le disuguaglianze e la presenza di insediamenti informali. In aggiunta a questa affermazione, l’edilizia popolare in America Latina è costantemente condannata da problemi che possono variare da un sostanziale divario tra poveri e ricchi urbani. Negli ultimi decenni, l’offerta di alloggi sociali ha risposto agli interessi del settore imprenditoriale della produzione abitativa piuttosto che soddisfare le esigenze abitative della popolazione. Queste disposizioni hanno facilitato il consolidamento di gruppi di sviluppo abitativo, il cui intervento si espande alla periferia delle città dell’America Latina acquistando grandi estensioni di terra e costruendo giganteschi complessi abitativi in aree isolate in cui nemmeno i servizi di base e i trasporti pubblici possono arrivare. In questo studio, valuteremo diversi casi di studio provenienti da eco-quartieri europei (eco-quartieri e distretti) come un parametro di valore per capire quali sono i valori aggiunti degli eco-quartieri e come queste strategie possono essere trasferite nel contesto dell’America Latina. L’esame degli eco-quartieri europei è significativo perché l’Europa possiede una politica abitativa maturata che è stata sviluppata gradualmente e si combina con altre politiche e migliori pratiche in termini di sostenibilità e mitigazione dei cambiamenti climatici nel concetto di vicinato ecologico. Il concetto di Eco Neighbourhood o Eco quartier non è propriamente conosciuto in America Latina, motivo per cui questa tesi evidenzierà i punti indeboliti degli alloggi sociali a Monterrey, Nuevo Leon, una delle tre più grandi città del Messico e la seconda città con il tasso più alto di abitazioni abbandonate. Per, in seguito, trasformare i nostri principali risultati in una proposta di piano generale, con strategie e azioni per modellare e garantire opportunità ai cittadini a basso reddito di vivere in un quartiere con una qualità di vita adeguata e una città più sostenibile.
