The metropolitan city of Milan, driven by the EXPO first and the Winter Olympic Games currently, is going through important urban changes that affect mostly the periphery. The south-eastern area of the city is highly interested and impacted by this phenomenon, being the chosen district, by the municipality and other stakeholders, to become a model for sustainable development and innovative strategies in the context of the European Project “Sharing Cities”. A significant number of abandoned or undefined spaces, resulting from the deindustrialization process, is being replaced by new buildings and new urban complexes. Complementarily, in the context of Parco Agricolo Sud Milano Regional Park, new agricultural activities and landscape proposals suggest strategies for environmental regeneration of the neglected rural spaces adjacent to the city fringe. All these new projects and proposals show a growing interest in the area and highlight its potential to become a pioneer example that can drive positive change, but at the same time underline the fracture within the new development and the existing industrial and multicultural identity of the district, as well as the traditional agricultural character of the site, thus revealing its vulnerability. Therefore, connectivity becomes the main investigation focus of this study, not only in physical terms but also socio-cultural terms. Hence, the main objective of this work is to suggest a strategy (both Global and Local) to redefine the relationship between urban-scape and rural-scape, based on the reappropriation of the historical role of Vettabbia Canal as a landscape infrastructure, on the reinforcement of green and slow mobility networks and on the creation of gradual transition zones. Thus, the design project concentrates at the very edge of fringe space, identifying the locations where urban-rural detachment is more evident and where linking elements are more needed to facilitate access and encourage fruition, to contrast ecological fragmentation and socio-cultural segregation. The combination of urban space typologies with agricultural heritage references aims to create spatial connections and bridging elements, between different phases of the area’s palimpsest and between existing site’s activities and projects. The design approach includes the use of Nature-based Solutions to meet the needs of climate change mitigation and adaptation, to benefit and regenerate local environment and biodiversity, and to provide a series of Ecosystem Services to the citizens of the district. Besides, the project is based on a low-impact intervention approach and on the reuse of existing assets, spaces and structures, in order to avoid soil consumption and maximize the use and enhancement of local tangible and intangible resources.
La città metropolitana di Milano, il cui sviluppo è stato trainato prima da EXPO e attualmente dai Giochi Olimpici Invernali, sta attraversando importanti trasformazioni urbane che interessano soprattutto la periferia. L'area sud-orientale della città è fortemente coinvolta e impattata da questo fenomeno, essendo il quartiere scelto, dal Comune e da altri stakeholder, per diventare un modello di sviluppo sostenibile e per l’impiego di strategie innovative nell'ambito del Progetto Europeo “Sharing Cities”. Un numero significativo di spazi abbandonati o indefiniti, derivanti dal processo di deindustrializzazione, viene sostituito da nuovi edifici e nuovi complessi urbani. In modo complementare, nell'ambito del Parco Agricolo Sud Milano, nuove attività agricole e proposte paesaggistiche suggeriscono strategie di riqualificazione ambientale degli spazi rurali trascurati, adiacenti alla periferia cittadina. Tutti questi nuovi progetti e proposte mostrano un crescente interesse per il territorio e ne evidenziano le potenzialità per diventare un esempio pionieristico in grado di guidare un cambiamento positivo, ma allo stesso tempo sottolineano la frattura esistente tra questo nuovo sviluppo e l'identità industriale e multiculturale del distretto nella configurazione attuale, così come il carattere agricolo tradizionale del sito, rivelando così la sua vulnerabilità. Pertanto, la connettività diventa il principale obiettivo di indagine di questo studio, non solo in termini fisici ma anche in termini socio-culturali. L'obiettivo principale di questo lavoro è quindi quello di suggerire una strategia (sia globale che locale) per ridefinire il rapporto tra paesaggio urbano e paesaggio rurale, basata sulla riappropriazione del ruolo storico della Roggia Vettabbia come infrastruttura paesaggistica, sul rafforzamento delle reti verdi e di mobilità lenta e sulla creazione di zone di transizione graduale. Pertanto, il progetto di design si concentra proprio ai margini dello spazio periferico, identificando i luoghi in cui il distacco tra spazio urbano e rurale è più evidente, e dove gli elementi di collegamento sono più necessari, per facilitare l'accesso e incoraggiarne la fruizione delle aree verdi, per contrastare la frammentazione ecologica e la segregazione socio-culturale. La combinazione di tipologie di spazio urbano e di riferimenti al patrimonio agricolo mira a creare connessioni spaziali ed elementi di collegamento tra le diverse fasi del palinsesto dell'area e tra le attività e i progetti esistenti del sito. L'approccio progettuale include l'uso di soluzioni basate su elementi naturali per soddisfare le esigenze di mitigazione e adattamento ai cambiamenti climatici, per beneficiare e rigenerare l'ambiente locale e la biodiversità e per fornire una serie di servizi rispettosi dell’ambiente ai cittadini dell’area.
