From urban renovation to circular regeneration : circular economy as an urban renovation strategy for fragile contexts. A case study on the quartiers Nord of Marseille

The present thesis explores three current complex research topics, finding a common ground amongst them in the context of the northern neighborhoods (Quartiers Nord) of Marseille. The social, economic and spatial fragilities pervasive across this territory, have encouraged the institutional instances, from local, regional and even national level, to seek for a solution to this issue. The usual response has been urban renovation. An approach based on the demolition, rehabilitation and reconstruction of the most vulnerable neighborhoods. Nonetheless, in the current global context of increasing inequalities, social segregation, rapid urbanization andenvironmental crisis, the urban renovation approach has proven ineffective in actually transforming these territories into more resilient, inclusive and participative places. Here is where the third research topic -circular economy- brings new possibilities to the foreground. This topic is what this research work proposes as a new lens to envision and question current practices and also to imagine a different type of future. The title of the thesis ‘From Urban Renovation to Circular Regeneration’ asserts the need to activate and develop a transition process that will enable the appropriation of a new paradigm. The achievement of this vision is intrinsically connected to the territorial and social conditions, or more precisely, the capacity of the territory and its people to redefine itself. The research question is formulated as follows: How can we embed and nurture a circular economic model into the Quartiers Nord in order to transition to a resilient, inclusive, and participative future? To answer the research question the thesis methodology firstly examines the theory of multi-level socio-technical transitions and applies it to the context of the Northern neighborhoods. Secondly, it focuses on learning from existing practices in France that already follow an alternative approach to traditional urban renovation methods. Thirdly, it envisions a circular regeneration framework based on applying circular economy principles to the cycle of the built environment. Lastly, the circular regeneration framework is developed thoroughly to understand how it could be applied to the Northern neighborhoods.The spatialization of the framework as a system nurtured by interconnected territorial nodes allows us to reinterpret the territory and conceptualize the different stages and mechanisms that can activate, develop and strengthen the circular regeneration process. The way the framework is presented emphasizes the role the different resources -spaces, materials and flows, and people- play throughout the process. This thesis implies the circular regeneration framework can be designed and formulated to open-up new possibilities, however, the final outcome will depend on the interest, capacity and engagement of the local inhabitants to valorize the existing, but sometimes invisible, resources.

La presente tesi esplora tre complessi temi di ricerca attuali, trovando un terreno comune tra di loro nel contesto dei quartieri settentrionali (Quartiers Nord) di Marsiglia. Le fragilità sociali, economiche e spaziali diffuse su questo territorio, hanno incoraggiato le istanze istituzionali, a livello locale, regionale e anche nazionale, a cercare una soluzione a questo problema. La solita risposta è stata il rinnovamento urbano. Un approccio basato sulla demolizione, riabilitazione e ricostruzione dei quartieri più vulnerabili. Tuttavia, nell'attuale contesto globale di crescenti disuguaglianze, segregazione sociale, rapida urbanizzazione e crisi ambientale, l'approccio del rinnovamento urbano si è dimostrato inefficace nel trasformare effettivamente questi territori in luoghi più resilienti, inclusivi e partecipativi. È qui che il terzo tema di ricerca, l'economia circolare, porta in primo piano nuove possibilità. Questo argomento è ciò che questo lavoro di ricerca propone come una nuova lente per immaginare e mettere in discussione le pratiche attuali e anche per immaginare un diverso tipo di futuro. Il titolo della tesi “From Urban Renovation to Circular Regeneration” afferma la necessità di attivare e sviluppare un processo di transizione che consenta l'appropriazione di un nuovo paradigma. La realizzazione di questa visione è intrinsecamente connessa alle condizioni territoriali e sociali, o più precisamente, alla capacità del territorio e delle sue persone di ridefinirsi. La domanda di ricerca è formulata come segue: come possiamo incorporare e nutrire un modello economico circolare nei Quartiers Nord al fine di passare a un futuro resiliente, inclusivo e partecipativo? Per rispondere alla domanda di ricerca la metodologia della tesi esamina in primo luogo la teoria delle transizioni socio-tecniche multi-livello e la applica al contesto dei quartieri del Nord. In secondo luogo, si concentra sull'apprendimento dalle pratiche esistenti in Francia che già seguono un approccio alternativo ai metodi tradizionali di ristrutturazione urbana. In terzo luogo, prevede un quadro di rigenerazione circolare basato sull'applicazione dei principi dell'economia circolare al ciclo dell'ambiente costruito. Infine, il framework di rigenerazione circolare viene sviluppato a fondo per capire come potrebbe essere applicato ai quartieri del Nord.La spazializzazione del framework come sistema nutrito da nodi territoriali interconnessi consente di reinterpretare il territorio e concettualizzare le diverse fasi e meccanismi che possono attivare , sviluppare e rafforzare il processo di rigenerazione circolare. Il modo in cui la struttura è presentata sottolinea il ruolo che le diverse risorse - spazi, materiali, flussi e persone - giocano durante il processo. Questa tesi implica che il quadro di rigenerazione circolare possa essere progettato e formulato per aprire nuove possibilità, tuttavia, il risultato finale dipenderà dall'interesse, dalla capacità e dall'impegno degli abitanti locali di valorizzare le risorse esistenti, ma a volte invisibili.
