Development of a framework for the impact evaluation of open government data

The reuse of Open Government Data (OGD) generates a high number and a wide variety of benefits for the Public Administrations that release these data, for citizens and for companies in the administrated territories. While there are many studies about the possible benefits and impacts that can be created through the publication and reuse of OGD, few hypotheses have been so far formulated about how to practically evaluate and calculate these impacts. Hence, the present work goes in the direction of developing a tool for the impact evaluation of the OGD reuses. The contribution is twofold. Firstly, basing on the study of all the benefits emerged from the literature and OGD reuse examples, numerous impact indicators are proposed with the aim of achieving a punctual and precise impact evaluation. Secondly, we use these indicators to build a tool that helps the Public Administrations to understand the impacts generated by the OGD reuses. The tool is composed by a two axes framework, it evaluates datasets according to the impact created thanks to dataset’s reuse and the costs occurred to the administration due to the dataset itself. Once theoretically formalized, the tool has been developed as an Excel spreadsheet. We hope that in the future the framework will be filled by Public Administrations, nowadays in fact they are not completely aware about ODG reuses in their territory. For this reason, to have a ready to be used tool, also another framework has been developed using proxies of the original indicators.

Il riuso degli Open Government Data (OGD) genera un alto numero e un’ampia varietà di benefici per le Pubbliche Amministrazioni che rilasciano questi dati, per i cittadini e per le aziende che operano nel territorio. Ci sono diversi studi riguardo i possibili benefici e i possibili impatti creati dalla pubblicazione degli OGD mentre sono state fatte poche ipotesi sono state fatte su come valutare e calcolare concretamente questi impatti. Per questo motivo il presente lavoro è volto allo sviluppo di uno strumento per calcolare l’impatto dei riusi degli OGD. Il contributo che il lavoro propone è duplice. Innanzitutto, basandosi sullo studio di tutti i benefici emersi dalla letteratura e dagli esempi di riusi, vengono proposti molti indicatori di impatto con l’obiettivo di raggiungere una valutazione precisa e puntuale. In secondo luogo, usiamo gli indicatori sopracitati per costruire uno strumento che aiuti le Pubbliche Amministrazioni a comprendere gli impatti generati dai riusi degli OGD e lo fa attraverso una valutazione dei dataset pubblicati. Lo strumento è costituito da un framework composto da due assi e valuta un dataset secondo gli impatti creati e i costi che ha generato per l’amministrazione che lo ha pubblicato. Una volta formalizzato dal punto di vista teorico lo strumento è stato sviluppato come programma Excel. La speranza è che in futuro il nostro framework possa essere utilizzato dalle amministrazioni, al momento però esse non sono sufficientemente a conoscenza dei riusi che vengono fatti nel loro territorio degli OGD. Per questo è stato sviluppato un secondo framework usando delle proxy degli indicatori iniziali, così da ottenere uno strumento pronto per l’uso immediato.
