The purpose of this thesis is to provide a general overview of rent regulation systems over time. The focus of the paper will focus on the dynamics of protection of guarantees and housing accessibility in the rental market. Starting from the basic economic concepts related to rent and its discipline, we will deepen two different European experiences, the Swedish and the Italian one. The first, also through the Stockholm case study, will be examined as it is characterized by a rigid control system of rents. The second experience, however, will be investigated as it includes the use of an optional and more flexible form of regulation. The Italian situation will be deepened by a focus on the city of Milan and its peculiarities in the rental market. At the end of the chapters related to the case studies, we will propose a brief theoretical analysis, highlighting, through some useful models, the effects of rent control on the market. Finally, we will provide our concluding remarks on the subject, offering some possible suggestions, to define policies that make the rent market more equitable and efficient.
Lo scopo di questa tesi è di fornire una panoramica generale riguardo i sistemi di regolazione degli affitti nel corso del tempo. Il fulcro dell’elaborato si concentrerà sulle dinamiche di tutela delle garanzie e dell’accessibilità abitativa nel mercato degli affitti. Partendo dai concetti economici di base relativi all’affitto e alla sua disciplina, approfondiremo due diverse esperienze europee, quella svedese e quella italiana. La prima, anche attraverso il caso studio di Stoccolma, verrà esaminata in quanto utilizza un sistema di controllo rigido in materia di affitti. La seconda esperienza invece, verrà indagata in quanto comprende l'utilizzo di una forma opzionale e più flessibile di regolazione. La situazione italiana sarà approfondita da un focus sulla città di Milano e le sue peculiarità nel mercato degli affitti. Al termine dei capitoli relativi ai casi studio, proporremo una breve analisi di carattere teorico, evidenziando, attraverso alcuni modelli utili, gli effetti del controllo degli affitti sul mercato. Infine, forniremo le nostre considerazioni conclusive sul tema, offrendo alcuni possibili suggerimenti, con l’obiettivo di definire delle politiche che rendano il mercato degli affitti più equo ed efficiente.
