Being aware of building information modeling and its mandating policies. An international overview and a focus on Italy

The topic of Building Information Modeling (BIM) has found increasing interest and consensus over the past few years. This design and management technology is now extensively used in construction processes worldwide, also thanks to the fact that an increasing number of countries started mandating BIM for given types of projects. This work approaches the theme of Building Information Modeling (BIM) with the aim of understanding its characteristics, spread in the world and of deepening the case of its mandating policy in the Uk, Finland and Italy. This work is divided into five chapters. In the first chapter, a historical analysis of BIM, its development and its state of the art is provided, by paying particular attention to the definition given by experts understanding its use, purpose and “necessity”. The research questions, the materials and methods used in the subsequent parts of the work are explained. In chapter two, an overview of laws and decrees mandating BIM in various countries allow one to see the different policies and the role of the actors involved in the policy-making processes. The latter may differ from country to country and may induce different interpretation and ways of mandating BIM. The analysis of secondary sources for the overview of countries mandating BIM include decrees, literature and essays written by experts in the field. The two cases of Finland and the United Kingdom are then explained in further detail to show one forerunning country and one more recent and successful case. The third chapter, the focal chapter of the thesis, particular attention has been given to the Italian case. The context of Italy is deepened and discussed in the light of the study of existing secondary data and a set of interviews with experts. The analysis gives a broad view regarding Italy and its adoption of BIM, paying particular attention to the situation of the country that has witnessed, in recent years, progress in the BIM adoption process thanks to the publication of decrees and regulations. In the chapter, therefore, an attempt is also made to give the reader a well-defined picture of those who operate within the country, analysing the interaction and approaches of the various actors and stakeholders. The fourth chapter compares the cases of BIM mandating in Italy, Finland and the United Kingdom. The comparison shows the rate of adoption of BIM within the countries, its implementation and the current state of use of it. This chapter gives to the reader a final summary of how these countries are moving on with the use of this new technology. Chapter fifth, the final chapter of the thesis, presents findings and reflections about BIM theme. Within the chapter it is possible to find the answers about questions posed in previous chapters, in particular about the research questions behind the aim of this book.

Oggetto della presente tesi è un esercizio di analisi svolto a definire in maniera più ampia il tema del Building Information Modeling (BIM), analizzandone il suo comportamento, sviluppo e applicazione a livello mondiale, ma anche e soprattutto in Italia. Il tema del BIM ha trovato sempre più interesse e consenso nel corso degli ultimi anni a livello mondiale. In alcuni Paesi è diventata la pratica maggiormente utilizzata nei vari processi di costruzione; mentre in altri invece sussistono ancora criticità riguardo la sua adozione. La presente relazione, suddivisa in cinque parti, vede in primis, una analisi storica del Building Information Modeling (BIM), del suo sviluppo e il suo stato di fatto, ponendo anche particolare attenzione alle definizioni date dagli esperti in materia. Osservandone, inoltre, la conoscenza a livello mondiale e definendone quindi il suo utilizzo, scopo e necessità. Vengono inoltre spiegati i quesiti di ricerca, i metodi, l’approccio e i materiali utilizzati nelle parti successive del lavoro. Nella seconda parte, si osserva il comportamento, attraverso leggi e decreti, delle varie nazioni che ne hanno deciso l’adozione. Ponendo particolare attenzione alle politiche adottate in materia di BIM, al ruolo dei vari attori coinvolti nei vari processi e alla diversità, tra i vari Paesi, nell’approccio e nella adozione del BIM stesso. Si focalizza infine l’attenzione, in maniera più dettagliata, sulla esperienza finlandese, considerata da molti come Paese-pilota nello sviluppo del Building Information Modeling, e sulla esperienza britannica, essendo il Regno Unito considerato da molti come il Paese leader nello sviluppo, nell’approccio e nell’utilizzo del BIM. Nel terzo capitolo, capitolo focale della tesi, particolare attenzione è stata data al caso italiano. Il contesto italiano viene approfondito e discusso alla luce dello studio dei dati secondari esistenti e da una serie di interviste ad esperti. È stata effettuata un’analisi per dare una visione più ampia e dettagliata dell’Italia e della sua adozione del BIM, ponendo particolare attenzione alla situazione del Paese che ha assistito, negli ultimi anni, al processo di adozione del BIM grazie alla pubblicazione di decreti e regolamenti. Nel capitolo, quindi, si cerca anche di dare al lettore un quadro ben definito di chi opera all’interno del Paese, analizzando l’interazione e l’approccio dei vari attori e stakeholders. Il quarto capitolo confronta i casi di obbligatorietà del BIM in Italia, Finlandia e Regno Unito. Il confronto mostra il tasso di adozione del BIM all’interno dei paesi, la sua implementazione e lo stato di utilizzo attuale dello stesso. Quindi, in questo capitolo, si è cercato di fornire al lettore un riassunto finale di come questi paesi si stanno muovendo con l’uso di questa nuova tecnologia. Il quinto capitolo, il capitolo finale della tesi, presenta i risultati e le riflessioni sul tema BIM. All’interno del capitolo è possibile trovare le risposte alle domande poste nei capitoli precedenti, in particolare alle domande di ricerca alla base dello scopo di stesura di questa tesi.
