The sudden outbreak of covid-19 in 2020 made the whole world panic. As a public health emergen-cy with fast spreading speed, wide range of infection, and great difficulty in prevention and control, it has brought severe challenges to the construction and governance of cities around the world. Therefore, taking the epidemic as a lesson, how to alleviate the impact of similar public emergencies on cities and residents, and how to enhance urban resilience has also become our research topic. L'Argentière-la-Bessée is a commune of the Hautes-Alpes department in the Alps in southeast-ern France. It has incredible historic, mining and industrial heritage. Industrial development began in the area in the 17th century and declined in the early 21st century. However, with its superior geographi-cal location, it has transformed and developed into a tourist attraction. It can be used as a ski resort in winter, and white water sports, cross-country running, mountain climbing and other events are held in summer. But at the same time, due to the nature of the tourism industry and seasonal restric-tions, as well as the serious aging of the population, this has led to a spillover of young people. Moreover, the economic structure is dominated by tourism and surrounding industries, and the economy is relative-ly sluggish in the off-season. On the whole, the city'sability to resist risks is relatively weak. If it encoun-ters a major public event such as covid-19, its abil-ity to resist and resolve in a timely manner is rela-tively weak. The thesis considers and studies to enhance the resilience of the entire city from three different dimensions of economy, ecology and society, and solves problems from the current status of aging of L'Argentière-la-Bessée. Corresponding strate-gies and suggestions are given, and the design focus is placed on the ecological dimension. Through the restoration of abandoned brownfields and the crea-tion of public composite spaces, green public spac-es are moderately provided; emergency space is reserved and a slow-moving system is construct-ed to meet the diverse needs of residents. The urban living environment has been improved, and the city’s disaster prevention and mitigation capabilities have been strengthened. This improves the overall "health" level of the city and adds "resilience" to the city.
L'improvviso scoppio del covid-19 nel 2020 ha gettato nel panico il mondo intero. Essendo un'emergenza di salute pubblica, con una velocità di diffusione rapida, un'ampia gamma di infezioni e una grande difficoltà di prevenzione e controllo, ha messo a dura prova la governance delle città di tutto il mondo. Pertanto, prendendo l'epidemia come lezi-one, il nostro argomento di ricerca parte dalle strat-egie atte a contrastare l'impatto di simili emergenze pubbliche sulle città e sui residenti, e a migliorare la resilienza urbana. L'Argentière-la-Bessée è un comune del diparti-mento delle Hautes-Alpes nelle Alpi nel sud-est della Francia. Ha un incredibile patrimonio storico, miner-ario e industriale. Lo sviluppo industriale è inizia-to nella zona nel 17° secolo ed è diminuito all'inizio del 21° secolo. Nel corso degli anni, grazie alla sua posizione geografica, si è trasformata e sviluppata in un'attrazione turistica. D'inverno la stazione sciistica può contare su una modesta frequentazione, mentre d'estate si pratica-no sport d'acqua bianca, trail running, alpinismo e vengono organizzati eventi. Ma allo stesso tempo, a causa della natura dell'industria del turismo e delle restrizioni stagion-ali, c'è stato un invecchiamento della popolazione in questa zona e la tendenza è grave giorno dopo giorno. La popolazione giovane è sparita. Inoltre, la struttura economica è dominata dal turismo e dalle industriecircostanti, e l'economia è relativamente fiacca nella bassa stagione. Nel complesso, la capacità della città di resistere ai rischi è relativamente debole. La tesi si focalizza sulle azioni che aumentino la resilienza dell'intera città sotto tre punti di vista, economia, ecologia e società, e propone soluzioni ai problemi dello stato attuale di invecchiamento di L'Argentière la-Bessée. Sono state studiate strate-gie e azioni mirate e particolare attenzione progettu-ale è posta sulla dimensione ecologica. Attraverso il recupero di aree dismesse e la creazi-one di spazi pubblici compositi, sono stati rivis-ti anche gli spazi verdi; sono stati riservate aree di emergenza e ripensati sistemi e infrastrutture della mobilità lenta per soddisfare le diverse esigenze dei residenti. L’obiettivo è quello di migliorare l’ambiente di vita urbano e rafforzare le capacità di prevenzione e mitigazione dei disastri della città, migliorando così la salute generale della città e aggiungendo "resil-ienza" alla città.
