Strategie di ricostruzione per il centro storico di Camerino : ruolo e forma della Biblioteca Valentiniana

The thesis work carried out, investigates the various planning strategies of intervention possible to be implemented in areas affected by earthquakes, with particular attention to the old nucleus of towns and their regeneration, trying to deepen the past cases that hit Italy during the entire course of the '900, including the case of Messina, Belice, Friuli, Irpinia, the case of L'Aquila and the most recent earthquake in Emilia Romagna. The analysis reveal positive and negative aspects of the reconstruction policy implemented in Italy after the earthquakes that hit the entire peninsula from north to south. Through the careful study and analysis of the cases of the earthquakes that have hit Italy the most, along the course of the last century, and the methods of intervention so far implemented as emergency strategies and reconstruction of urban tissues that were destroyed, an attempt has been made to identify a possible strategy to be implemented for the particular case of Camerino (MC), a city that still has a historic center devastated by the earthquake that in 2016 made 90% of buildings condemned, creating a serious phenomenon of depopulation of the historical center of the ancient city of ridge, which once survived thanks to the presence of the University and the historic "Valentiniana" Library. The aim of the project is to give back to the city of Camerino its face, through the regeneration of spaces belonging to the historic core of the city, making the city reappropriate of its strong historical and cultural character. The project, which includes the creation of a Higher Musical Institute, with a large auditorium accessible to the public and a new headquarters for the Valentinian Library, fits into the context of the historic center of Camerino deliberately, with the aim of bringing students, residents and tourists back to the ancient core of the city, revaluating the historic spaces destroyed by the earthquake through the enhancement of its architectural, historical and cultural heritage. It is in fact the students who have always been a fundamental part of the city, also helping the economic engine of the latter.

Il lavoro di tesi svolto, indaga le varie strategie progettuali di intervento possibili da attuare in zone colpite da terremoti, in particolar modo prestando attenzione agli antichi nuclei storici ed alla loro rigenerazione, cercando di approfondire i casi passati che colpirono l’Italia durante tutto il corso del ‘900, tra cui il caso di Messina, del Belice, del Friuli, dell’Irpinia, il caso dell’Aquila ed il più recente del sisma in Emilia Romagna. L’analisi intrapresa mette alla luce gli aspetti positivi e negativi della politica di ricostruzione attuata in Italia dopo i sismi che hanno colpito da nord a sud tutta la penisola. Attraverso l’attento studio e l’analisi, dei casi dei sismi che hanno colpito maggiormente l’Italia lungo il corso dello scorso secolo e delle modalità di intervento fino ad oggi attuate, come strategie di emergenza e di ricostruzione dei tessuti urbani andati distrutti, si è cercato di individuare una strategia possibile da attuare per il particolare caso di Camerino (MC), città che presenta tutt’oggi un centro storico devastato dal sisma che nel 2016 rese inagibile il 90% degli edifici, creando un grave fenomeno di spopolamento del centro storico dell’antica città di crinale, che un tempo viveva grazie alla presenza dell’Università e della storica Biblioteca Valentiniana. L’obiettivo del progetto, è restituire alla città di Camerino il suo volto, attraverso la rigenerazione di spazi appartenenti al nucleo storico della città, facendo riappropriare la città del suo forte carattere storico culturale. Il progetto, che prevede la realizzazione di un Istituto Superiore musicale, dotato di un ampio Auditorium fruibile al pubblico e di una nuova sede per la Biblioteca Valentiniana, si inserisce nel contesto del pieno centro storico di Camerino volutamente, con l’obiettivo di riportare studenti, residenti e turisti a rivivere il nucleo antico della città, rivalutando gli spazi storici distrutti dal sisma attraverso la valorizzazione del suo stesso patrimonio architettonico, storico e culturale. Sono difatti proprio gli studenti ad aver da sempre costituito parte fondamentale della città, aiutando anche il motore economico di quest’ultima.
