The thesis deals with a project for the redevelopment and regeneration of a large void within the urban fabric of the Milanese metropolitan city. The project for the future “reversible” Milan-Cortina 2026 Olympic Village is proposed as a strategy through which to implement a regeneration of the portion of land occupied by the former Porta Romana railway station. Currently, the project area appears as a large void right inside a central portion of the city, an area affected by a process of under-use and abandonment, with the exception of a small band of buildings and a student housing located on the North-West margin of the lot. Emptiness and constructed matter must be recognized as the basic polarity of architecture, from which emptiness is identified as that quality of space that allows movement, penetration, adjective as a form of definition of a place. The recovery and regeneration interventions of this type of disused voids must be understood as a great opportunity and an assured advantage in terms of sustainable development in the city. By designing in conjunction with the guidelines provided by the Accordo di Programma for the urban transformation of disused and underutilized railway areas, contained in the documents of the Milan PGT, a long reflection on this void leads to formulating a project whose purpose is to mend a part of the city. The operation is part of the formulation of a new urban park within which the Olympic Village will be built. The new Village will in fact rise in the North-East portion, recreating a northern street front of the more compact lot, harmonizing with the pre-existing buildings. A large park will aim to mend an important portion of Milan that is currently interrupted by this great barrier, burying the tracks and the station, creating new spaces for socialization. The new Olympic residences are thus formulated pursuing the objective of minimum land consumption for the construction of the planned volumes. The complex, which is designed to be later converted into a student housing once the Olympics are over, also includes all the necessary public and transport services, a new infrastructure node located within an underground square becomes essential for the proper functioning of the project, ensuring an effective connection between the area and the rest of the city. The ultimate goal is to restore life to a neighborhood that appears forgotten despite its strategic position, to mend it to the city with a series of services to citizens, a carefully designed new urban park and new residences that will provide the Ex Scalo with new dignity.
La tesi tratta un intervento progettuale di riqualificazione e rigenerazione di un grande vuoto presente all’interno del tessuto urbano della città metropolitana milanese. Il progetto per il futuro Villaggio Olimpico “reversibile” Milano-Cortina 2026 si propone come strategia attraverso cui attuare una rigenerazione della porzione di suolo occupata dall’ex scalo ferroviario di Porta Romana. Attualmente, l’area di progetto si presenta come un grande vuoto proprio all’interno di una porzione centrale della città, un’area interessata da un processo di sottoutilizzo ed abbandono, ad eccezione di una piccola fascia di edifici e una residenza studentesca posta sul margine Nord-Ovest del lotto. Vuoto e materia costruita vanno riconosciuti come polarità di base dell’architettura, da cui il vuoto si identifica come quella qualità dello spazio che permette il movimento, la penetrabilità, aggettivandosi come forma di definizione di un luogo. Gli interventi di recupero e rigenerazione di questa tipologia di vuoti dismessi vanno intesi come grande opportunità e assicurato vantaggio nei termini di uno sviluppo sostenibile nella città. Progettando in concomitanza alle linee guida fornite dall’Accordo di Programma per la trasformazione urbanistica delle aree ferroviarie dismesse e di quelle sottoutilizzate, contenuto all’interno dei documenti del PGT di Milano, una lunga riflessione su questo vuoto conduce a formulare un progetto il cui fine è quello di ricucire una parte di città. L’operazione parte della formulazione di un nuovo parco urbano all’interno del quale verrà costruito il Villaggio Olimpionico. Il nuovo Villaggio sorgerà infatti nella porzione Nord-Est, andando a ricreare un fronte strada Nord del lotto più compatto, armonizzandosi alle preesistenze. Un grande parco avrà lo scopo di ricucire una porzione importante di Milano che attualmente si presenta interrotta da questa grande barriera, interrando i binari e la stazione, creando nuovi spazi di socializzazione. Le nuove residenze olimpioniche vengono così formulate perseguendo l’obiettivo del minimo consumo di suolo per l’edificazione delle volumetrie previste. Il complesso, che è pensato per essere in seguito riconvertito a residenza studentesca una volta terminate le olimpiadi, comprende anche tutti i servizi pubblici e di trasporto necessari, uno nuovo nodo infrastrutturale collocato all’interno di una piazza ipogea diventa essenziale al corretto funzionamento del progetto, garantendo una connessione efficace tra l’area e il resto della città. Fine ultimo è ridare vita ad un quartiere che appare dimenticato nonostante la strategica posizione, ricucirlo alla città con una serie di servizi ai cittadini, un nuovo parco urbano attentamente progettato e nuove residenze che forniranno all’Ex Scalo nuova dignità.
