This thesis analyzes the economic assessment of urban transformation projects through social Cost Benefit Analysis. In addition to that, this study applies theoretical knowledge in practice to the case study of Istanbul Eurasia Tunnel in order to measure economic profitability. To do this, Hedonic Pricing Method is also utilized when needed besides the Cost Benefit Analysis. Istanbul Eurasia Tunnel is one of the major transportation investments in Turkey and provides the fourth road connection underneath the water with three Bosphorus bridges between the two sides of Istanbul. Since it was opened to service in late 2016, the economic assessment is conducted as ex-post within the context of the project. Throughout the application of economic assessment on the project, two scenarios are assessed: The Guaranteed Case where the certain amount of tunnel passages were agreed and the Expected Case where the future passages were forecasted by using the recorded usage data. The obtained results show that the Eurasia Tunnel is not financially profitable in both cases, while the economic analyses perform positive net present values in both cases. In conclusion, it is seen that, as in the transportation projects in general, the success of the Eurasia Tunnel is mainly dependent to the passages as well as the economic conditions of the country. All in all, such economic assessments are not widely applied in Turkey but it should become prevalent especially for projects with major investments as well as the Turkish literature in question should be enriched. Within this regard, this study may have the first place on Istanbul Eurasia Tunnel’s economic assessment as far as the Author reviewed and might be useful for future studies. Il lavoro di ricerca esamina la valutazione economica di un progetto di trasformazione urbana attraverso l’analisi Costi-Benefici. In aggiunta alla ricerca teorica, la tesi applica le teorie esaminate per valutare, in termini economici, la profittabilità di un caso studio: il Tunnel Istanbul Eurasia. Accanto al metodo di analisi Costi-Benefici, quando necessario, è stato applicato anche il metodo del “prezzo edonico”. Il Tunnel Istanbul Eurasia è uno dei maggiori progetti di investimento infrastrutturali in Turchia: passando sotto lo stretto del Bosforo rappresenta la quarta connessione stradale tra le due parti della città di Istanbul; un ulteriore collegamento che si aggiunge ai tre ponti esistenti. La valutazione economica è stata realizzata prendendo in considerazione il periodo di tempo trascorso dalla data di inaugurazione del ponte avvenuta nel 2016; il metodo utilizzato è dunque una valutazione ex-post dei Costi e dei Benefici generati dell’infrastruttura. La valutazione ha considerato due scenari alternativi: il caso Guaranteed in cui è stato fissato un determinato livello di traffico, e il caso Expected in cui si è previsto il volume di traffico sulla base dei dati storici di utilizzo dell’infrastruttura. I risultati ottenuti dalle valutazioni economiche sono discordanti: il progetto non risulta essere finanziariamente profittevole in nessuno dei due casi, mentre al contrario genera un valore netto attualizzato positivo per entrambi gli scenari. In conclusione si è riscontrato che, come nella maggior parte dei progetti infrastrutturali, il successo del Tunnel Eurasia è dipendente principalmente dal volume di traffico in grado di generare; così come dalle condizioni macroeconomiche della nazione. In Turchia, attualmente, simili valutazioni economiche non sono applicate in modo diffuso, anche se per progetti di investimento di larga portata dovrebbero essere maggiormente utilizzate. La valutazione realizzata nel presente lavoro costituisce il primo studio dell’infrastrutture utilizzando i metodi descritti che il ricercatore ha ritrovato nella letteratura scientifica; contribuisce così ad arricchire la letteratura scientifica turca e risulterà utile per futuri studi.
