"I think that if we were asked to draw a map of a city, very few of us would remember to draw the prison. Because we look at the prison from afar and consider it something other than us." With these words, Cosima Buccoliero, director of the Bollate prison, tells how the prison is perceived, sometimes forgotten, by the inhabitants of a city. If correctional institutions exist but are considered a world apart, alienated from society, then the chances of recovery of prisoners are lowered, doomed to segregation not only physical but also social, while the rate of recidivism increases. Never before cities and communities are moving towards change and innovation of services and institutions. Yet prisons remain at the bottom of the list, confirming a state of political and social marginalization. In this context, the Polytechnic of Milan launched the "A Chance Through Sport" project. The ACTS project has the aim of promoting and increasing the practice of sports in prisons, as a means of physical, psychological and social rehabilitation, examining the case of the Bollate prison. The development of this thesis aims to demonstrate how service design can play a role as a catalyst in the development and innovation of a static context such as prisons. Moreover, through the experience of the ACTS project, we want to validate the effectiveness of participatory design to investigate and identify the needs of confined communities such as prisons.
“Io penso che, dovendo disegnare la mappa di una città, pochissimi di noi si ricorderebbero di disegnare il carcere. Perché il carcere lo guardiamo da lontano e lo consideriamo qualcosa di altro rispetto a noi.” Con queste parole Cosima Buccoliero, direttrice del carcere di Bollate, racconta come il carcere è percepito, talvolta dimenticato, dagli abitanti di una città. Se gli istituti di detenzione esistono ma sono considerati un mondo a parte, alienato dalla società, allora le possibilità di recupero dei detenuti si abbassano, destinati a una segregazione oltre che fisica anche sociale, mentre il tasso di recidiva cresce. Mai come oggi le città e le comunità si muovono verso il cambiamento e l’innovazione dei servizi e delle istituzioni. Eppure le carceri rimangono in fondo alla lista, confermando uno stato di emarginazione politica e sociale. In questo contesto si inserisce il progetto “ACTS” avviato dal Politecnico di Milano, “A Chance Through Sport” con l’obiettivo di promuovere ed incrementare la pratica sportiva nelle carceri, come strumento di riabilitazione fisica, psicologica e sociale, esaminando il caso del carcere di Bollate. Tramite lo sviluppo di questa tesi si vuole dimostrare come il service design possa giocare un ruolo di catalizzatore nello sviluppo e innovazione di un contesto statico come quello degli istituti di detenzione. Inoltre, attraverso l’esperienza del progetto ACTS, si vuole avvalorare l’efficacia della progettualità partecipata per investigare ed individuare le necessità di comunità confinate come la comunità carceraria.
