Student housing. A growing market for young people on the move for training

University residences are facilities that provide an essential service to higher education institutions. They accommodate students who are away from home and ensure their attendance at degree courses offered by universities far from their home country. They also provide the space needed to meet the individuality and social needs of young people. In Italy, only a small part of the student population is housed in university residences, which are considerably smaller than the European average. This is due to the scarcity of available beds and the way the service is offered. The discussion provides an overview of the context of analysis, highlighting the quantitative and qualitative aspects of the housing market and the regulatory framework governing its construction. The subsequent analysis of European best practices in the field of student accommodation highlights the main themes of development for the satisfaction of the needs and requirements of the sector. The comparison of the topics that emerge from the case studies with the regulations in force in our country underlines how the subject matter is not fully covered and how often the discipline does not promote a process of development, as it remains tied to a quantitative approach that inhibits experimentation. The thesis therefore proposes to define some useful suggestions for designers and contractors in order to direct new interventions towards practices in line with the historical moment in which we are living.

Le residenze universitarie sono strutture che forniscono un servizio essenziale per gli organismi di istruzione superiore. Esse offrono ospitalità agli studenti fuori sede e ne assicurano la frequenza in corsi di laurea presso atenei distanti dal paese d’origine. Inoltre mettono a disposizione gli spazi occorrenti a soddisfare le esigenze di individualità e socialità dei giovani. In Italia solo una piccola parte della popolazione studentesca alloggia in una struttura dedicata alla residenzialità universitaria, in dimensioni considerevolmente inferiori rispetto alla media europea. Questo dato trova le sue radici nella scarsità di posti letto disponibili e nelle modalità tramite cui il servizio viene offerto. La trattazione fornisce una panoramica del contesto di analisi, mettendo in luce gli aspetti quantitativi e qualitativi del mercato degli alloggi ed il quadro normativo che ne regola la costruzione. La successiva analisi delle best practice europee in materia di ospitalità studentesca fa emergere i principali temi di sviluppo per la soddisfazione dei bisogni e delle necessità del settore. La comparazione delle tematiche che emergono dai casi studio con la regolamentazione in vigore nel nostro Paese sottolinea come la trattazione non sia esauriente e come spesso la disciplina non favorisca uno sviluppo, rimanendo legata ad un approccio quantitativo che inibisce la sperimentazione. La tesi si propone, quindi, di definire alcuni suggerimenti utili ai progettisti ed alle committenze per indirizzare i nuovi interventi verso pratiche consone al momento storico che stiamo vivendo.
