Aree interne : una lettura critica della mappatura della SNAI applicata alla riviera del Garda bresciano

The purpose of the thesis is to analyze the territory of the Brescia Riviera of Garda Lake to understand whether the boundaries of the “internal areas” defined by the National Strategy for Internal Areas (SNAI) for this territory are adequately descriptive of the state of the services and if a greater number of dimensions and indicators could provide additional tools for administrators and citizens to assess the state of their services, their economy, their environment and their society and consequently act. For the purpose of this analysis, the data of the last 50 years were taken into consideration and the data of the last 30 were further analyzed. The temporal analysis allowed us to understand the development that this area has experienced over time and to identify some significant variables for the identification of the polarities of a territory. In order to broaden the view on “internal areas”, the theories of basic human needs expressed by Maslow and Max-Neef were introduced and some virtuous examples of mapping the Italian territory through composite indicators were reported.

L’elaborato di tesi ha come scopo analizzare il territorio del riviera bresciana del lago di Garda per comprendere se i confini delle aree interne definiti dalla Strategia Nazionale Aree Interne (SNAI) per questo territorio risultino essere adeguatamente descrittivi dello stato dei servizi e se la presa in considerazione di un maggior numero di dimensioni e indicatori, potrebbe fornire strumenti aggiuntivi per amministratori e cittadini per valutare lo stato dei propri servizi, della propria economia, del proprio ambiente e della propria società e conseguentemente agire. Allo scopo di questa analisi sono stati presi in considerazione i dati degli ultimi 50 anni e approfonditi ulteriormente i dati degli ultimi 30. L’analisi temporale ha permesso di comprendere lo sviluppo che ha vissuto questo territorio nel tempo e di identificare alcune variabili significative per l’individuazione delle polarità di un territorio. Allo scopo di ampliare la sguardo sulle aree interne sono state introdotte le teorie dei bisogni fondamentali umani espresse da Maslow e Max-Neef e sono stati riportati alcuni esempi virtuosi di mappatura del territorio italiano attraverso indicatori compositi.
