Conservazione ed innovazione degli studi particolarmente rappresentativi della genialità costruttiva italiana. Caso di studio : lo stadio Franchi di Nervi a Firenze

The Simplification Decree has created multiple scenarios regarding the redevelopment of sports facilities and their complete reconstruction. In recent months, numerous football clubs have expressed their willingness to build new facilities, in order to have their own stadiums. This is understandable if the resulting economic benefits are taken into account. However, given the historical and architectural importance of the Italian stadiums of the twentieth century, it is important to point out the possibilities offered by art. 55 bis and take advantage of the opportunities it opens up to preserve and innovate the facilities. The purpose of this thesis is to offer an overview of the Italian stadiums, comparing them to European rivals, and then deepen the evolution of the regulatory framework, reflecting on the potential of the Simplification Decree and of the recent regulations aimed at streamlining the procedures for redevelopment. This thesis finally illustrates the importance of Pier Luigi Nervi and his ambitious project for the Artemio Franchi stadium in Florence, describing the current conditions, following the inspection carried out in February. Considering the problems that require solving, the paper examines the restoration techniques already used and the possible alternatives with innovative methods to ensure a new life to the structures. It is necessary to solve the existing criticalities and then move on to the complete renovation and modernization of the structure. To this end, proposals put forward are aimed at creating commercial spaces and a possible roofing solution that guarantees better comfort for the fans and a safe shelter for the structures.

Il Decreto Semplificazioni ha aperto molteplici scenari riguardo alla riqualifica degli impianti sportivi e alla loro completa ricostruzione. Negli ultimi mesi numerose società calcistiche hanno espresso la volontà di costruire nuovi impianti, per poter avere degli stadi di proprietà. Questa volontà è comprensibile se si tiene conto dei vantaggi economici a essa legati. Tuttavia, considerata l’importanza storico architettonica degli stadi italiani del ‘900, è importante sottolineare le possibilità offerte dall’art. 55 bis e approfittare delle opportunità che apre per conservare ed innovare gli impianti. Con questo elaborato si vuole fare dapprima una panoramica degli stadi italiani, confrontandoli con i rivali europei, per poi approfondire l’evoluzione del quadro normativo, riflettendo sulle potenzialità del Decreto Semplificazioni e delle recenti normative atte a snellire le procedure per la riqualifica. Si illustra infine l’importanza di Pier Luigi Nervi e del suo ambizioso progetto dello stadio Artemio Franchi di Firenze, descrivendo le condizioni attuali in cui versa l’impianto, alla luce del sopralluogo eseguito nel mese di febbraio. Considerate le problematiche da risolvere, si vogliono evidenziare le tecniche di ripristino già impiegate e le possibili alternative con metodi innovativi, ai fini di assicurare una nuova vita alle strutture. È fondamentale risolvere le criticità esistenti per poi passare al completo restauro e ammodernamento dell’impianto. A tal scopo vengono avanzate delle proposte di interventi atti a creare degli spazi commerciali ed una possibile soluzione di copertura che vada a garantire un miglior comfort per i tifosi e sia un riparo sicuro per le strutture.
