After two decades in the making, the “Fjord City” describing Oslo’s extensive harbor front and its different development projects have established itself as a brand and destination in the city. Framed by its extensive recreative promenade and “cultural axis” of high-profile culture institutions within iconic buildings, the area is on the verge of becoming almost a caricature of turn of the century harbor fronts of the European City. However, the Fjord City is not complete: several areas and plots are yet to be developed. Here lies an opportunity to explore a different side of city commons and civic architecture, based on other parameters for success than exposure iconicity symbolic value. This thesis explores these spaces of opportunity, particularly the one of Vippetangen, aiming towards developing architectural projects that inform, organization, and program provide added value for the city, seen in the context of the geographic and ecological context of the city blue-green harborfront and the Oslo fjord landscape. The thesis is mainly based on my 9 months of experience living in Oslo, on an empirical accumulation of academic literature, public documents, and interviews. With this basis, the idea is composed with a historical framework, from the preconditions of deindustrialization to extensive master plans and the execution of the built environment. Hopefully, the thesis will contribute to understanding architects, planners, and other stakeholders on how the Fjord City works and indicate the global logic of waterfront developments.
Dopo due decenni di lavoro, il “Fjord City Plan”, che descrive l’ampio fronte del porto di Oslo e i suoi diversi progetti di sviluppo, si è affermato come un marchio e una destinazione in città. Incorniciata dalla sua vasta passeggiata ricreativa e dall’”asse culturale” di alto profilo all’interno di edifici iconici, l’area è sul punto di diventare quasi una caricatura dei fronti portuali di inizio secolo delle città europee. Tuttavia, il Fjord City Plan non è completo: diverse aree e appezzamenti devono ancora essere sviluppati. Ecco un’opportunità per esplorare un lato diverso dei beni comuni della città e dell’architettura civica, basato su altri parametri per il successo rispetto al valore simbolico dell’iconicità dell’esposizione. Questa tesi esplora questi spazi di opportunità, in particolare quello di Vippetangen, con l’obiettivo di sviluppare un progetto architettonico con strategie che forniscano un valore aggiunto per la città, vista nel contesto pubblico, ecologico e del paesaggio del fiordo di Oslo. La tesi si basa principalmente sui miei nove mesi di esperienza vissuta a Oslo, su un accumulo empirico di letteratura accademica e su documenti pubblici e interviste che ho potuto fare. La ricerca fa luce sulle motivazioni del Fjord City Plan e le sue caratteristiche, le condizioni attuali del waterfront e le sue problematiche. La proposta progettuale cerca invece di dare una risposta a questi bisogni, in un’area molto importante per la città. Considerando che non ci siano ancora proposte ufficiali a riguardo, spero che la tesi possa contribuire nella comprensione da parte di architetti, pianificatori e altre parti interessate sulle potenzialità di quest’area.
