Sunday 25 April 2021 “La Provincia Pavese”, a local newspaper, publishes an article in which it declares that the former Carabinieri barracks in via Defendente Sacchi in Pavia will host the “Luigi Cossa” hotel school. The abandoned historic building is located in a strategic area of ​​the city: in the north-east quadrant, an area rich, even in the past, with university colleges, the headquarters of the University of Pavia and other buildings dedicated to teaching and students. . The building, dating back to the eighteenth century, has undergone several changes of intended use, from 1861 it became the headquarters of the Carabinieri barracks until 2014 when the barracks moved to another location and the building, now owned by the Province , is left in a state of abandonment. The thesis seeks to disprove the proposal by the Province in favor of an analysis of the city and its needs. The thesis work was set up through an analysis and a study of the city. Pavia can be said to belong to students, university buildings are scattered everywhere. The structures dedicated to students and university colleges were analyzed, a form was made for each of them in which various information was reported such as the location, the functions they host, the number and type of users, the type of accommodation . They were then compared and in particular a strong closure character of these institutions emerged, they proved to be self-referential spaces, not open to the city. This thesis aims to support the fact that the best solution for the recovery of the former Carabinieri barracks, also given the very close proximity to the headquarters of the Central University, is precisely a sort of detachment of the University itself. In the project proposal, at the feasibility study level, the building houses services open to all students such as study rooms, coworking classrooms, info point for residential care, press center, spaces for self-managed student associations, spaces for dining, a projection room and accommodation for students, visiting professors but also anyone who needs accommodation in the city.

Domenica 25 aprile 2021 “La Provincia Pavese”, quotidiano locale, pubblica un articolo in cui dichiara che l’ex Caserma dei Carabinieri in via Defendente Sacchi a Pavia accoglierà la scuola alberghiera “Luigi Cossa”. L’edificio storico abbandonato, è localizzato in una zona strategica della città: nel quadrante nord-est, zona ricca, anche in passato, di collegi universitari, della sede centrale dell’Università di Pavia e di altri edifici dedicati alla didattica e agli studenti. L’edificio, risalente al XVIII secolo, ha subito diversi cambi di destinazione d’uso, dal 1861 diventa la sede della Caserma dei Carabinieri fino al 2014 quando la caserma si sposta in un’altra sede e l’edificio, ormai proprietà della Provincia, viene lasciato allo stato di abbandono. La tesi vuole smentire la proposta da parte della Provincia in favore di un’analisi della città e dei bisogni di essa. Il lavoro di tesi è stato impostato attraverso un’analisi e uno studio della città. Pavia si può dire appartenga agli studenti, gli edifici universitari sono disseminati ovunque. Sono state analizzate le strutture dedicate agli studenti e i collegi universitari, di ognuno di essi è stata fatta una scheda in cui sono state riportate varie informazioni come la localizzazione, le funzioni che essi ospitano, il numero e la tipologia degli utenti, la tipologia degli alloggi. Sono stati poi messi a confronto e in particolare è emerso un forte carattere di chiusura di queste istituzioni, esse si sono dimostrate spazi autoreferenziali, non aperti alla città. Questa tesi vuole sostenere il fatto che, la soluzione migliore per il recupero dell’ex Caserma dei Carabinieri, vista anche la strettissima vicinanza con la sede dell’Università Centrale, sia appunto una sorta di distaccamento dell’Università stessa. Nella proposta progettuale, a livello di studio di fattibilità, l’edificio ospita servizi aperti a tutti gli studenti come aule studio, aule coworking, info point per la residenzialità, centro stampa, spazi per le associazioni studentesche autogestite, spazi per il ristoro, una sala proiezioni e alloggi per studenti, visiting professors ma anche chiunque necessiti di un alloggio nella città.
