Ri.guarda. Per una idea rinnovata di quartiere, tra autosufficienza e relazione con la città

The project theme of this thesis is the redevelopment of the southern portion of the Niguarda district. The urban area has been chosen after a careful analysis of the morphological and typological features that immediately give it a strong identity. The fundamental objective of the redevelopment is to improve the living conditions of the neighbourhood, through the identification of some of the main problems present in the current state and the study of a well-defined set of issues that guide the transformation. The project aims at a partial reconfiguration of the urban environment in relation to the daily practices of the inhabitants and the changes taking place in contemporary living, opening up new horizons of possibilities in the relationship between the home, the neighbourhood and the city. The issues emerged mainly from the direct experience of the neighbourhood through multiple field trips and the active involvement of the inhabitants in numerous interviews. Starting from the field explorations, the fundamental themes of the project were highlighted, also recalling some past experiences, deepened during university studies: Howard's Garden City theory, Abercrombie's Plan for Greater London and the Italian experience of the INA Casa Plan. These significant references in European urban planning offer important food for thought in tackling the fundamental themes of the project: the connection between the scale of the neighbourhood and that of the city, the relationship between the latter oscillating between integration and self-sufficiency, the position of the neighbourhood with respect to the layout of the city and its condition, the design of public spaces, the proximity of services, the recipients and the subjects involved. The themes highlighted and the in-depth experiences have given rise to the project, the narrative of which is developed in an order that proceeds from the general to the particular, from the large scale of the urban context to the scale of the architecture, gradually enucleating and recomposing the ideas for theoretical reflection drawn from the cases studied. This analysis constitutes the basis for comparing the Niguarda district, sometimes by analogy, sometimes by difference, with the three European urban planning experiences studied, with the aim of carrying out a redevelopment project that is as aware and attentive as possible to the daily practices of the inhabitants and the changes in contemporary living.

Il tema di progetto della tesi consiste nella riqualificazione della porzione meridionale nel quartiere di Niguarda. L’ambito urbano è scelto a seguito di un’attenta analisi dei tratti morfologici e tipologici che ne restituiscono fin da subito un forte carattere identitario. L’obiettivo fondamentale della riqualificazione è il miglioramento delle condizioni abitative del quartiere, attraverso l’individuazione di alcune delle principali problematiche presenti allo stato di fatto e lo studio di un insieme ben definito di tematiche che guidano la trasformazione. Il progetto ambisce a una parziale riconfigurazione dell’ambiente urbano in relazione alle pratiche quotidiane degli abitanti e ai cambiamenti in atto nell’abitare contemporaneo, dischiudendo nuovi orizzonti di possibilità nel rapporto tra l’abitazione, il quartiere e la città. Le problematiche sono emerse principalmente dall’esperienza diretta del quartiere tramite molteplici sopralluoghi e con il coinvolgimento attivo degli abitanti in numerose interviste. A partire dalle esplorazioni di campo sono stati messi in evidenza i temi fondamentali del progetto anche richiamando alcune esperienze del passato, approfondite nel corso degli studi universitari: la teoria della Garden City di Howard, il Piano per la Grande Londra di Abercrombie e l’esperienza italiana del Piano INA Casa. Questi riferimenti significativi dell’urbanistica europea offrono importanti spunti di riflessione nell’affrontare le tematiche fondamentali per il progetto: il raccordo fra la scala del quartiere e quella della città, il rapporto tra questi ultimi oscillante tra integrazione e autosufficienza, la posizione del quartiere rispetto all’assetto della città e alla sua condizione, il disegno degli spazi pubblici, la prossimità dei servizi, i destinatari e i soggetti implicati. Dai temi messi in evidenza e dalle esperienze approfondite ha preso forma il progetto, la cui narrazione si sviluppa secondo un ordine che procede dal generale al particolare, dalla grande scala dell’ambito urbano fino alla scala dell’architettonico, man mano enucleando e ricomponendo gli spunti di riflessione teorica tratti dai casi studiati. Quest’analisi costituisce la base che ha permesso di confrontare il quartiere di Niguarda, a volte per analogia, altre per differenza, con le tre esperienze europee urbanistiche studiate, allo scopo di realizzare un intervento di riqualificazione il più possibile consapevole ed attento verso le pratiche quotidiane degli abitanti e i cambiamenti dell’abitare contemporaneo.
