The environmental impact assessment of Olympic Games : a literature review of the extant knowledge and contributions on literature gap

All planned events, according to their type and size, can create a range of positive and negative impacts at the local and wider scale (Holmes et al., 2015). In particular, hosting the Olympic Games imply long-lasting environmental impacts on the host city (Scandizzo and Pierleoni, 2018). It was during the Centennial Olympic Congress, in 1994, that the concern for the environment became the third pillar of Olympism (IOC, 2012). Although commitments to deliver “green Games” became a “hallmark” of Olympic Hosting (Karamichas, 2019), they should be translated into action, and such action should be assessed with an evaluative system – explaining the increasing importance of the quantification of environmental impacts of major sporting events (Collins et al., 2009). Drawing from the importance of evaluating these significant environmental impacts of the Olympic Games, a systematic literature review on the topic was performed as the scope of this project. The extant knowledge is presented in the areas of environmental effects of hosting the Games, Olympic legacies in the host locations, the Olympic Games Impact (OGI) studies, environmental impact assessment of Olympic Games case studies and studies related to the host community. The review evidenced that currently there is no established methodology for assessing the overall environmental impact of the Olympic Games. This research is further extended with a focus on alternatives for the assessment of the environmental impacts in the very local scale, particularly the impacts related to the construction of venues and infrastructure built or modified in view of the Olympics. With the upcoming Winter Olympic Games of Milano Cortina in 2026, some insights of the research are discussed in the context of this edition of the Games.

Tutti gli eventi organizzati, a seconda del tipo e della loro dimensione, creano una serie di impatti positivi e negativi, sia a livello locale che su scala più ampia (Holmes et al., 2015). Nello specifico, ospitare i giochi olimpici causa impatti ambientali sul lungo periodo a carico della città ospitante (Scandizzo and Pierleoni, 2018). Nel 1994, durante il Congresso Olimpico del Centenario, le preoccupazioni circa gli impatti ambientali divennero il terzo pilastro dell'Olimpismo (CIO, 2012). Sebbene gli impegni per la realizzazione di "Giochi verdi" siano diventati un marchio distintivo di Olympic Hosting (Karamichas, 2019), è opportuno che quest' ultimi siano tradotti in azioni concrete da esaminare con un opportuno sistema di valutazione che spieghi l’importanza crescente di quantificare l'impatto ambientale dei principali eventi sportivi (Collins et al., 2009). Al fine di valutare l’impatto ambientale dei Giochi Olimpici, è stata condotta una revisione sistematica della letteratura a riguardo. I risultati della ricerca sono stati organizzati in cinque sezioni: effetti ambientali dei giochi olimpici, analisi dei retaggi olimpici nelle località ospitanti, studi circa l'impatto dei Giochi Olimpici (OGI), valutazione dell'impatto ambientale dei Giochi Olimpici tramite analisi di casi studio e studi relativi alla comunità ospitante. I risultati della ricerca suggeriscono che attualmente non esiste una metodologia affermata per valutare l'impatto ambientale complessivo dei Giochi Olimpici. Questa ricerca si focalizza inoltre sull'esaminare le possibili alternative circa la valutazione degli impatti ambientali su scala locale. In particolare, sono stati valutati gli impatti ambientali associati alla costruzione di sedi e infrastrutture realizzate appositamente o modificate per ospitare i giochi olimpici. Inoltre, vengono discussi alcuni spunti della ricerca alla luce della prossima edizione dei Giochi Olimpici invernali Milano Cortina 2026.
