This thesis work wants to deepen the understanding of cohesion policies adopted by the European Union, with a special focus on their application in urban mobility. The thesis starts from a theoretical analysis and it concludes with a real case scenario of cohesion policy application in the city of Lahti, in Finland. The first chapter focuses on the economic theory that stands behind cohesion policies, along with the history of such interventions in the different planning periods of the EU, then with the future trends of the Next Generation EU fund. The second chapter deepens how cohesion policies are applied in the urban mobility sector and why it is crucial for the EU to intervene in this sector, also explaining why cohesion policies affects the environmental sustainability of European regions. The third chapter analyzes the role of the EU in urban policies compared to local governments and authorities, in order to understand their relationship and how the Union can help these local actors. The fourth chapter is focused on the understanding of the Personal Carbon Trading (PCT) scheme; it explains how it works and how it is organized, along with the comparison between this policy and other carbon reduction schemes. The fifth and final chapter studies the first application of the first European PCT scheme in the city of Lahti with the help of cohesion funds. It analyzes how the scheme was implemented, the results of its application and the conclusions drawn from this project.
Questo lavoro di tesi vuole approfondire la comprensione delle politiche di coesione adottate dall'Unione Europea, con particolare attenzione alla loro applicazione ai casi di mobilità urbana. La trattazione inizia da un'analisi teorica e si conclude con un caso reale di applicazione della politica di coesione nella città di Lahti, in Finlandia. Il primo capitolo si concentra sulla teoria economica che sta alla base delle politiche di coesione, approfondisce la storia di tali interventi nei diversi periodi di programmazione dell'UE e si conclude con le tendenze future del fondo Next Generation EU. Il secondo capitolo approfondisce come le politiche di coesione vengono applicate nel settore della mobilità urbana e perché è fondamentale per l'UE intervenire in questo settore, inoltre viene spiegato perché le politiche di coesione incidono sulla sostenibilità ambientale delle regioni europee. Il terzo capitolo analizza il ruolo dell'UE nelle politiche urbane rispetto ai governi e alle autorità locali, al fine di comprendere il loro rapporto e come l'Unione può aiutare questi attori locali. Il quarto capitolo è focalizzato sulla comprensione dello schema Personal Carbon Trading (PCT), spiega come funziona e come è organizzato, insieme al confronto tra questa politica e altri schemi di riduzione del carbonio. Il quinto e ultimo capitolo studia la prima applicazione del primo schema PCT europeo nella città di Lahti tramite i fondi delle politiche di coesione. Analizza come è stato attuato lo schema, i risultati della sua applicazione e le conclusioni tratte da questo progetto.
