During the last three decades, preventive and planned conservation approaches to the built heritage management have emerged and have gradually been developed in the European context. What characterises these examples is the effort to rationalise decisions about cultural heritage conservation and consequently make an efficient use of limited resources. The use of risk analysis has been introduced in order to prioritise the activities, to reduce the costs and the losses and to increase the benefits and the quality of conservation results. Despite the new attitudes over the past three decades, procedures, tools, and methods have still to be clarified and formed explicitly. The purpose of this study is therefore twofold, on the one hand, to provide a better appraisal of the actual results, and on the other hand, to contribute to their improvement. The research consists in a critical analysis of the various approaches to risk for the built heritage management, by characterising their key factors, by defining the concept of risk in the field of built heritage conservation, by investigating the process phases of risk management, and by classifying, comparing, and evaluating different assessment methods of risk. It is based on a literature review of built heritage risk management over the last three decades and of general risk analysis by taking into consideration different scientific fields. The research also employs two case studies for supporting the analysis. Overall, the gathering and the critical analysis of diverse tools and methods, and the implementation offered by the two case studies suggested a methodological approach to the built heritage risk management that opposes a fragmentary vision of the problems and their solution and promotes an integration of multi-levelled preventive conservation aspects and a coordinated interdisciplinarity. The acknowledgement of the limits and the problems of the various methods has led to suggestions for their improvement, by taking into consideration the need for the review/evaluation of a method, for reflective analysis, diffusion of methods that work better, and teamwork by involving different specialists and the public.
Negli ultimi tre decenni, nel contesto europeo, sono emersi e si sono gradualmente sviluppati diversi approcci di conservazione preventiva e programmata per la gestione del patrimonio architettonico. Questi esempi si distinguono per lo sforzo di razionalizzare le decisioni per la conservazione del patrimonio culturale e di gestire con efficienza le risorse limitate. L’analisi dei rischi è stata introdotta per dare priorità alle attività, ridurre i costi e le perdite e aumentare i benefici e la qualità dei risultati di conservazione. Nonostante siano sviluppati nuovi atteggiamenti negli ultimi tre decenni, le metodologie, le procedure e gli strumenti devono ancora essere formati in modo esplicito. Lo scopo di questo studio è quindi duplice, da un lato, fornire una migliore valutazione dei risultati raggiunti e dall’altro, contribuire al loro miglioramento. La ricerca consiste in un’analisi critica dei vari approcci alla gestione del rischio per la conservazione del patrimonio architettonico: si definisce il concetto di rischio nel campo della conservazione del patrimonio architettonico, si identificano i fattori chiave dei diversi approcci, si indagano le fasi della gestione del rischio, si classificano e si confrontano i diversi metodi di valutazione del rischio. L’analisi si basa su una ricerca bibliografica relativa alla gestione del rischio sia nel campo della conservazione del patrimonio architettonico, negli ultimi tre decenni, sia prendendo in considerazione diversi campi scientifici. La ricerca si avvale anche di due casi studio come supporto all’analisi. Nel complesso, la raccolta e l’analisi critica dei diversi strumenti e metodi e l’implementazione offerta dai due casi studio suggeriscono un approccio metodologico alla gestione del rischio del patrimonio architettonico, che si oppone a una visione frammentaria dei problemi e della loro soluzione, accoglie l’integrazione dei vari aspetti di conservazione preventiva e promuove l’interdisciplinarità. Il riconoscimento dei limiti e dei problemi dei vari metodi porta a dei suggerimenti per il loro miglioramento, tenendo in considerazione la necessità di rivedere/valutare un metodo, analisi riflessiva, diffusione di metodi efficienti e lavoro di squadra che coinvolge diversi specialisti e il pubblico.
