The present analysis offers a concise and exhaustive representation of an evolving model that over time has proved to be suitable for effectively integrating technological innovation into urban organization and management models, which has emerged in recent years and has spread at national and international level: The Smart City. Thanks to a careful evolutionary analysis of the concept and of the progress made over time, it has been demonstrated that the rethinking of urban areas in an intelligent key can be one of the solutions to environmental and social problems deriving from the propagation of the irreversible urbanization phenomenon and, at the time itself, fostering economic growth, thanks to the opportunities offered by modern technologies. Particular attention is given to the concept of sustainability, a concept towards which the new Smart Cities are doing their utmost particularly for issues related to environmental problems and, there is the purpose of analysing the categories of urban innovative services and the systems of indicators of some smart city rankings to promote better integration between these two elements. Therefore, the objectives are to propose categories for the classification of smart services functional to the creation of systems of smartness indicators that highlight the supply of innovative services and integrate the smart city rankings that will be proposed by proposing a list of smartness indicators based on the offer of smart services in each city. More specifically, the role assigned to technology in this sector, the main policies at European level and the available financing instruments are examined. Particular attention will be paid to the issue of cybersecurity especially in this period of global health emergency. Finally, attention is shifted to the Italian context in relation to both the regulatory phases and the main initiatives taken in the cities and to the results achieved, with a keen eye for the future of Italian built environment. Some important smart city rankings are illustrated, their conclusions are reported, their smartness indicators are described and finally they are compared based on the importance their indicators give to the endowment of smart services in each city. Categories are proposed for the classification of smart services and then presents a list of such innovative urban services based on the analysis of standards and case studies. To verify the validity of the proposal of the previous chapter by carrying out a qualitative mapping of innovative services on a sample of Italian cities. Finally, a list of smartness indicators based on the categories is proposed. The case of the city of Copenhagen is studied as Smart City, following the methodology elaborated in the previous paragraphs, analysing the strengths, characteristics, mission, projects and awards obtained in previous years. The "intelligent" initiatives adopted and those that are about to be implemented will be exhibited and catalogued in six smart categories, relating to the environment, sustainable mobility, governance, quality of life, entrepreneurial phenomena and individuals.
La presente analisi offre una rappresentazione concisa ed esauriente di un modello in evoluzione che nel tempo si è dimostrato adatto per integrare in modo efficace l’innovazione tecnologica nei modelli di organizzazione e gestione delle aree urbane, che è emerso negli ultimi anni e si è diffuso a livello nazionale e internazionale: la Smart City. Grazie ad un’attenta analisi evolutiva del concetto e dei progressi avvenuti nel tempo, si è dimostrato che il ripensamento delle aree urbane in chiave intelligente può essere una delle soluzioni ai problemi ambientali e sociali derivanti dalla propagazione del fenomeno irreversibile dell'urbanizzazione e, al tempo stesso, favorire la crescita economica, grazie alle opportunità offerto dalle moderne tecnologie. Particolare attenzione è data al concetto di sostenibilità, concetto verso cui le nuove Smart City si stanno prodigando particolarmente per le questioni legate ai problemi ambientali e in particolare, vi è lo scopo di prendere in analisi le categorie di servizi innovativi urbani e i sistemi di indicatori di alcuni smart city rankings al fine di promuovere una migliore integrazione tra questi due elementi. Perciò gli obiettivi sono proporre categorie per la classificazione dei servizi smart funzionali alla creazione di sistemi di indicatori di smartness che diano rilievo alla dotazione di servizi innovativi e integrare gli smart city rankings che verranno proposti proponendo una lista di indicatori di smartness basata sull’offerta di servizi smart in ciascuna città. Più in particolare, è esaminato il ruolo assegnato alla tecnologia in questo settore, le principali politiche a livello europeo e gli strumenti di finanziamento disponibili. Particolare attenzione verrà posta sul tema della cyber sicurezza soprattutto in questo periodo di emergenza sanitaria globale. Infine, l'attenzione viene spostata sul contesto italiano in relazione sia alle fasi regolatorie che alle principali iniziative adottate nelle città e ai risultati raggiunti, con un occhio attento al futuro dell’ambiente costruito italiano. Vengono illustrati alcuni importanti smart city rankings, riporta le loro conclusioni, descrive i loro indicatori di smartness e infine li compara sulla base dell’importanza che i loro indicatori conferiscono alla dotazione di servizi smart di ciascuna città. Vengono proposte categorie per la classificazione dei servizi smart e presenta poi un elenco di tali servizi urbani innovativi basato sull’analisi di standard e di casi studies.
