Nuova lettura del concorso per l'ampliamento della Camera dei Deputati

The competition for the enlargement of the Camera dei Deputati in 1966 summarizes many of the various architectural themes debated in post-war Italy, offering ideas and reflections that are still relevant today. The complexity of the urban fabric, the design of a building that must represent a public civil power and the State that embodies it are the elements that must relate to the difficult and articulated context that is the center of Rome. After investigating the competition notice, already discussed and analyzed at large by important critics, the act of design is composed of several parts that aim at representing the need for dialogue between the power and the citizens. The project thus becomes a critical act that makes us question the unexpressed but intrinsic needs of the competition itself, in response to now changed priorities and needs brought by the passing of the years. Starting from a typological structure in which the parts dialogue with each other through spatial contrasts, the new complex becomes a place where citizens participate in a world of politics that revolves around the central courtyard, symbolic junction of communication and relationship between what is politics and what is the city. Such a metaphorical junction is attained through compositional devices that wish for the building to be conceived as a unicum, although composed of spaces with opposite characteristics that, precisely because of their diversity, represent the role that the complex itself has for the city.

Il concorso per l’ampliamento della Camera dei Deputati del 1966 riassume molti dei diversi temi architettonici dibattuti nell’Italia del secondo dopo guerra, offrendo spunti e riflessioni che risultano essere ancora attuali. Il progetto nel costruito, la composizione di un edificio rappresentativo di un potere civile pubblico emblematico dello Stato e ciò che esso rappresenta, devono rapportarsi a un contesto difficile e articolato che è il centro di Roma. Partendo dal bando di concorso già discusso e analizzato da importanti critici di architettura, l’atto progettuale si compone di diverse parti che attualizzano ed esplicitano la necessità di dialogo tra il potere e i cittadini. Il progetto diventa quindi un atto critico che fa interrogare sulle necessità inespresse ma intrinseche al bando, in risposta a un bisogno ormai mutato che si colora di diverse sfumature. A partire da un impianto tipologico in cui le parti si articolano e dialogano tra loro tramite contrasti spaziali, il nuovo complesso diventa luogo dove i cittadini partecipano ad un mondo della politica che ruota intorno alla corte centrale, snodo simbolico di comunicazione e relazione tra ciò che è politica e ciò che è città. Questo aspetto si declina tramite espedienti compositivi che mirano a concepire l’edificio come un unicum, seppure composto da spazi con caratteri opposti che, proprio per la loro diversità, rappresentano il ruolo che il complesso ha per la città.
