This paper analyzes different aspects related to the complex issue of housing and contemporary housing policies, carrying out various analyzes related to the context of the city of Pavia, as my city of birth and residence, and the topic dealt with during the last internship experience carried out at the Municipality of Pavia, with the aim of studying solutions that can facilitate those groups of the population who cannot afford full-price housing, but who are not "poor enough" to be able to access the prices of the private market. The arguments developed gravitate around the theme of housing affordability, proposing flexible and adaptable space solutions to the new needs that have emerged in recent years, different for each person and social group. It was essential to carry out a quantitative and qualitative analysis of the context of the city of Pavia in the first chapter, considering social housing solutions as an integration tool. Subsequently, the second chapter deals with housing problems and policies, defining the different types of housing and the different ways of accessing them, concluding with an overview of the current regulatory context. The housing analysis proceeds in the third chapter, with a focus on the city of Pavia. The fourth chapter, on the other hand, studies the housing problems defined as "emergency" and "housing deprivation", on three scales: at the European, national, regional and local levels. The chapter includes the study of the housing needs of the population, which is essential in order to propose solutions suited to the needs encountered. The fifth chapter focuses on the definition of the target groups that emerged during the analyzes carried out previously, with different housing questions. The final objective of the paper is expressed in the sixth chapter: to identify housing strategies and best practices in order to be able to cope with the problems that emerged during the various analyzes, including housing projects that serve as examples for the various issues addressed: inclusion policies, flexible spaces adaptable to the different needs in continuous change, co-housing and policies in favor of housing affordability.
Il presente elaborato analizza diversi aspetti legati al complesso tema dell’housing e delle politiche abitative contemporanee, a partire da una analisi sviluppata nel contesto della città di Pavia, mia città di nascita e residenza, e a partire da una intensa esperienza di tirocinio effettuata presso l’ufficio tecnico del Comune di Pavia. Un punto di attenzione è stato dedicato a soluzioni che possano agevolare le fasce di popolazione che non possono permettersi alloggi a prezzo pieno, ma che non sono “abbastanza povere” da poter accedere ai prezzi del mercato privato. Le argomentazioni sviluppate gravitano attorno al tema dell’housing affordability, proponendo soluzioni di spazi flessibili e adattabili alle nuove necessità emerse negli ultimi anni, diverse per ogni persona e gruppo sociale. È stato fondamentale effettuare nel primo capitolo un’analisi quantitativa e qualitativa del contesto della città di Pavia. In seguito, il secondo capitolo tratta le problematiche e le policies abitative, definendo le diverse tipologie abitative offerte e i diversi modi di accesso, concludendo con un inquadramento del contesto normativo vigente. L’analisi abitativa procede nel capitolo terzo, con un focus sulla città di Pavia. Il quarto capitolo, invece, studia i problemi abitativi definiti in termini di “emergenza” e “deprivazione” abitative, su tre scale: a livello Europeo, nazionale, regionale e locale. Il capitolo comprende lo studio delle necessità abitative della popolazione, fondamentale per poter proporre soluzioni adatte alle necessità riscontrate. Il quinto capitolo si concentra sulla definizione dei target groups emersi durante le analisi effettuate precedentemente, con diverse domande abitative. Infine, nel sesto capitolo sono individuate strategie e buone pratiche per poter far fronte alle problematiche emerse durante le diverse analisi, includendo riferimenti a progetti di housing che abbiano funzione di esempi per i diversi temi affrontati: politiche di inclusione, spazi flessibili adattabili alle diverse necessità in continuo cambiamento, co-housing e politiche a favore dell’affordability abitativa.
