In a context of high landscape relevance and extreme importance in terms of biodiversity, the massive industrial action carried out by the cement plant in Tavernola Bergamasca (historically known as "Cementifera Sebina") has led to an environmental imbalance in the entire Bergamo side of Lake Iseo. Located on the edge of the lake in a geomorphologically fragile area, since the early decades of the twentieth century the plant has been extracting limestone marl and producing cement from Monte Saresano, in contrast to what has been happening on the entire western coast of the Sebino, where a conversion towards the development of the tourism sector has been underway for decades. The cement plant has left traces of numerous excavations on the destabilised mountain side, in addition to the many ruins that line the coastal road through Tavernola Bergamasca. This has profoundly marked the town's relationship with the lake. The thesis aims to operate in this context of territorial fragility, with the intention of configuring new opportunities for re-appropriation of the "compromised" landscape. The narrative of the project is the main focus is possible transformations of the areas around the lake now occupied by concrete, understood as a coastline along which infrastructural, productive, and monumental interventions have been stratified over time. Acting in the context of a fragile territory, we intervene in the narration of an ambiguous territory, and investigate the possibilities of mediation between the need for man to transform the territory for his own temporary needs, and the duty to take care of it by preserving the integrity of the ecosystems. The central thesis question is therefore addressed to what the effective actions are to consciously change the memory of the place, preserving its monumental characteristics, and how to preserve the characteristics of an environment suitable to host life, in balance with the needs of the local community. The project does not renounce a global vision of the area but accepts that this does not necessarily correspond to an integral vision of "restoration". Overall, the thesis strategy aims to act through essential actions on the volumes of the cement factory through punctual adjustments that basically operate with the demolition and restoration of numerous concrete bodies, without further additions, working on the definition of the soils. The decision to operate with a minimum impact is not in contradiction with the desire to look at the entire reality of Lake Iseo and its possible future tourist development. The definition of new spaces for sports and the creation of a new centre for coordination, research and awareness of environmental protection issues orientates the area towards new low-impact tourism scenarios.
In contesto di alta rilevanza paesistica e caratterizzato da un importante patrimonio di biodiversità, il massiccio agire industriale operato da decenni dal Cementificio a Tavernola Bergamasca – storicamente più conosciuto come “Cementifera Sebina” – ha inevitabilmente comportato uno squilibrio ambientale lungo l’intera sponda bergamasca del Lago d’Iseo. Posto a bordo lago in un’area geomorfologicamente fragile, sin dai primi decenni del Novecento lo stabilimento si occupa infatti dell’estrazione dal Monte Saresano della marna calcarea, seguendo poi la linea produttiva del cemento. Ciò risulta peraltro in controtendenza con quanto si è sperimentato sull’intera costa occidentale del Sebino, dove si è avviata da decenni una riconversione verso la valorizzazione del settore turistico. L’impianto, tutt’ora attivo, ha lasciato traccia di numerosi scavi nel versante ormai destabilizzato, oltre a molteplici ruderi che fiancheggiano la strada litoranea circostante a Tavernola Bergamasca. Tutto ciò ha segnato profondamente il rapporto diretto della cittadina con il lago. La tesi vuole quindi operare in contesto di fragilità territoriale, con l’intento di configurare nuove opportunità di riappropriazione del paesaggio “compromesso”. La narrazione del progetto si focalizza dunque sulle possibili trasformazioni delle aree attualmente occupate dal cementifico, una linea di costa lungo la quale si sono stratificati nel tempo interventi infrastrutturali, produttivi, monumentali. Agendo nel contesto territoriale, si interviene sull’ambiguità di un racconto stratificato, indagando le possibilità di mediazione tra le esigenze antropiche di trasformare il territorio per i propri bisogni temporanei, e il dovere di prendersene cura conservando l’integrità degli ecosistemi. L’interrogativo centrale del progetto è dunque rivolto a intuire quali siano le azioni efficaci per un cambiamento consapevole della memoria del luogo, conservandone i caratteri di monumentalità, ma preservando allo stesso tempo le caratteristiche di un ambiente adatto ad ospitare la vita, in equilibrio con le necessità della collettività locale. Il progetto non rinuncia ad una visione globale del territorio ma accetta che essa non corrisponda necessariamente ad una visione integrale di “ripristino”. Complessivamente, la strategia usata si prefigge di agire mediante azioni essenziali sui volumi del cementificio, tramite puntuali aggiustamenti che operano fondamentalmente sulla demolizione e il ripristino dei numerosi corpi cementizi esistenti, senza ulteriori aggiunte ma lavorando sulla ridefinizione dei suoli. La scelta di operare con impatto minimo non è da leggere in contraddizione con la volontà di rivolgere lo sguardo all’intera realtà del Lago d’Iseo e al suo possibile sviluppo futuro turistico. La definizione di nuovi spazi per lo sport e la creazione di un nuovo polo per il coordinamento, la ricerca e sensibilizzazione circa le tematiche di tutela ambientale orienta l’area verso nuovi scenari di turismo a basso impatto.
