Between land and sea. Ripensare l'approdo come opportunità di rigenerazione urbana per la città di Loano

"The sound of the siren and the pungent smell of salt in the foggy autumn nights, the roar of the wind and the roar of the waves in the troubled winter days: there are many nuances that characterize the seas, but a constant note of mystery insists where the cities plunge into the sea, a feeling of sweetness where the waves are tamed. " The tourist port is a strong element that marks the transformation of the coasts and the areas overlooking the sea, whose proliferation still represents a crucial element in the tourism development of the region. The project develops in parallel with Leisure Harbor, a competition to write the future of ports through the re-design of one of the ten most important marinas in Europe: Marina di Loano. How can the navy project (competition winner) extend over the whole surrounding area? The port, therefore, becomes an element of regeneration that extends to an urban scale, integrating and transforming itself into a city center, a place for meeting and cultural exchange, a space to live throughout the year, not exclusive to boaters. The thesis is divided into multiple phases: the analysis of the context, the identification of criticalities, the potential, and, finally, the design solutions. The project looks like a new waterfront in which punctual regeneration, transformation, and redevelopment interventions are triggered. A continuous axis from the Port of Loano to the small port of Borghetto S. Spirto, opens towards the city center, through a path that offers new green spaces and recreational facilities. The waterfront is freed from the infrastructures that created division and obstacles between land and sea, through the railway doubling project which involves moving upstream of the section between Finale Ligure and Andora. This is an opportunity for the transformation of the railway axis into a new green cycle/pedestrian path that allows you to connect the surrounding municipalities. Corso Roma now offers a limited traffic road exclusively for the loading and unloading of goods, redirecting the car parks to secondary roads. The increase of sustainable mobility, decreasing travel by car, and encouraging the use of bike-sharing, electric scooters, and eco-buses that connect every corner of the city, now allowing visitors to discover its historical jewels and the lively hinterland, an experience from the sea to the top of Monte Carmo. A new structure on the water is part of the harbor, a space dedicated to the fish market and agricultural and gastronomic products of the province of Savona. An opportunity to make yourself known and boost the economy for local producers. New meeting place and free time, tourist attraction throughout the year, where it will be possible to savor and taste what this region has to offer. A lookout tower becomes the new landmark of this coast, as well as the maritime lighthouses, an element to see and to be seen. A circular ramp entirely walkable that reaches 30 meters in height, offering a panoramic view of the entire coast and the port below, and a symbol of recognition for those traveling in the sea. "Ports are places of the soul even more than nautical infrastructures; because ports are the starting and ending lines of the most extraordinary adventures; because ports are - ultimately - the most current expression of that ancestral momentum towards the unknown, which roars and will always roar behind the rational composure of contemporaneity of all times. "

Il porto turistico è l’elemento forte che segna la trasformazione dei litorali e delle aree prospicienti il mare, il cui proliferare rappresenta tutt’oggi un elemento cruciale nello sviluppo turistico della regione. Il progetto si sviluppa parallelamente a Leisure Harbour, il concorso per scrivere il futuro dei porti attraverso il ri-disegno di una delle dieci marine più importanti d’Europa: Marina di Loano. Come può il progetto della marina, vincitore del concorso, estendersi su tutto il territorio circostante? Il porto, dunque, diventa elemento di rigenerazione che si estende a scala urbana, integrandosi e trasformandosi in fulcro cittadino, luogo di incontro e di scambio culturale, spazio da vivere durante tutto l’anno, non esclusivo per i diportisti. La tesi si articola in più fasi: l’analisi del contesto, l’individuazione delle criticità, le potenzialità e, infine, le soluzioni progettuali. Il progetto si presenta come un nuovo waterfront nel quale si innescano interventi puntuali di rigenerazione, trasformazione e riqualificazione. Un asse continuo dal Porto di Loano fino al porticciolo di Borghetto S. Spirto, aprendosi verso il cento cittadino, attraverso un percorso che offre nuovi spazi verdi e strutture ricreative. Il waterfront viene liberato dalle infrastrutture che creavano divisione e ostacolo tra terra e mare, attraverso il progetto del raddoppio ferroviario che prevede lo spostamento a monte della tratta tra Finale Ligure e Andora. Occasione questa per la trasformazione dell’asse ferroviario in un nuovo percorso ciclopedonale verde che permette di collegare i comuni circostanti. Corso Roma viene resa strada a traffico limitato esclusivamente per il carico e scarico di merci, reindirizzando i parcheggi in strade secondarie. L’incremento di una mobilità sostenibile, diminuendo lo spostamento in automobile e incentivando l’uso di bike sharing, scooter elettrici e eco-bus che connettono ogni angolo della città, permettendo di scoprirne i suoi gioielli storici e la viva entroterra, un’esperienza dal mare fino alla cima del Monte Carmo. Una nuova struttura sull’acqua si inserisce all’interno del porto, spazio dedicato al mercato del pesce e dei prodotti agricoli e gastronomici della provincia di Savona. Un’occasione per farsi conoscere e incrementare l’economia dei produttori locali. Nuovo luogo di incontro e del tempo libero, attrazione turistica durante tutto l’anno, in cui sarà possibile assaporare e degustare ciò che questa regione ha da offrire. Una torre panoramica diventa il nuovo landmark di questo litorale, così come i fari marittimi, un elemento per vedere e per essere visto. Una rampa circolare interamente percorribile a piedi che raggiunge i 30 metri di altezza, offrendo una vista panoramica su tutto il litorale e il porto sottostante, e un simbolo di riconoscimento per chi viaggia nel mare. “I porti sono luoghi dell’anima prima ancora che infrastrutture nautiche; perché i porti sono linea di partenza e di termine delle più straordinarie avventure; perché i porti sono - in definitiva - la più attuale espressione di quell’atavico slancio verso l’ignoto, che ruggisce e ruggirà sempre dietro la razionale compostezza delle contemporaneità di ogni tempo.”
