Dislivelli. Un divario di opportunità in uno scenario futuribile. Il caso studio dell'Alta Valtellina

The aim of the research work is to remind and increase the interest of the community in mountain areas. This is a responsibility that must affect every citizen because these places, many of which are part of the so-called "Aree Fragili", cover a large portion of Italian territory. These are places that preserve a unique cultural and historical heritage, which differentiates Italy from any other country. Therefore, from these considerations arises the question: could Italy, a land so heterogeneous and rich in tradition, forget about these resources by supporting the processes of urbanization of a few metropolitan centers? The aim of the thesis is therefore to answer this question. Until now the trend that has invested these territories can be found in a series of speculative processes whose only objective was economic profit, to the detriment of other areas that constitute the true virtue of these places. The result is the homogenization of these landscapes, which have been transformed into a single expanse deprived of their identity and characteristics. It is essential that the future inhabitants and users of the mountain become aware of the value of Alpine culture, so that it is precisely from these places that we can intervene to reverse the process of depopulation of which they are subject. The research examines the case of Valtellina, an "Area Fragile” that has been invested by trials above. It is an area rich in opportunities often "eclipsed" by the direction imposed on the territory (think of the phenomenon of second homes and winter tourism). The project, the result of numerous insights in the field, offers an alternative to the common imagination, and if you want limited, which has characterized the mountain in recent years.

L’obiettivo che si prefissa il lavoro di ricerca è di rammentare e incrementare l’interesse della collettività nei confronti dei territori montani. Si tratta di una responsabilità che deve interessare ogni cittadino poichè questi luoghi, molti dei quali fanno parte delle cosiddette “Aree Fragili”, coprono una vasta porzione del territorio italiano. Si tratta di luoghi che custodiscono un patrimonio culturale e storico unico, che differenzia l’Italia da qualsiasi altro Paese. Dunque, da tali considerazioni sorge spontaneo chiedersi: può l’Italia, una terra cosi eterogenea e ricca di tradizione, dimenticarsi di queste risorse assecondando i processi di urbanizzazione di pochi centri metropolitani? L’ambizione della tesi è pertanto quella di rispondere a tale interrogativo. Fino ad oggi la tendenza che ha investito questi territori è riscontrabile in una serie di processi speculativi il cui unico obiettivo era il profitto economico, a discapito di altri ambiti che costituiscono la vera virtù di questi luoghi. Il risultato è l’omogeneizzazione di questi paesaggi, che si sono trasformati in un’unica distesa privata delle proprie identità e caratteristiche. E’ fondamentale che i futuri abitanti e fruitori della montagna prendano consapevolezza del valore della cultura alpina, affinchè sia proprio da questi luoghi che si possa intervenire per invertire il processo di spopolamento del quale sono succubi. La ricerca prende in esame il caso della Valtellina, un “Area Fragile” che è stata investita dai processi di cui sopra. Si tratta di un’area ricca di opportunità spesso “eclissate” dalla direzione imposta al territorio (si pensi al fenomeno delle seconde case e del turismo invernale). Il progetto, frutto dei numerosi approfondimenti in ambito, offre un’alternativa all’immaginario comune, e se si vuole limitato, che ha connotato la montagna negli ultimi anni.
