Under the volcano. Outlining Ponticelli - a proposal of bringing centrality to the peripheral voids

Contemporary cities have seen growth in an unprecedented manner. They grow in an exponential way the more they reach near the outline of its conurbation. Thus most people live in the periphery of the city keeping the idea of a city center in the historical core. This core is usually transformed over time into a commercial hub occupied by activities such as tourism, leisure and cultural facilities. Re – designing urban peripheries is an attempt of bringing some of this quality that today exclusively belongs to the center. In other words, it’s a matter of ‘monumentalizing’ peripheries, of bringing ‘centrality’ and ‘sense of place’ to the borders in order to balance the whole. Ponticelli, once an idyllic rural village in the Campania countryside, has become a peripheral dormitory town of Naples and the reception center for many homeless families after the earthquake. Ponticelli stands as a trace to what could have been. Once a rich Campania, promised by industrial motives, transformed by large infrastructural interventions. Callous to the land, leaving behind fragmented vast abandoned spaces. Characterised by issues of social unrest, crime, and unemployment. This Neighbourhood is a landscape of emergency, requiring immediate intervention. This thesis aims at reimagining the collective voids of ponticelli strip as a new urban centrality that instills life into the existing disintegrated urban fabric by attracting the tourism from the historic center and regulate the expansion of the peripheral areas towards farther east. The design caters to the existing problems and develops a cultural district through means of exploration and enhancement of local art especially the street art like Graffiti, murals etc. It Exploits the art-oriented nature of the local talent, providing them with a blank canvas to express themselves on. The strategy envisions a new center depicting local cultural heritage through street art with a potential to move the tourism from the historic city center towards this periphery area. The design operates at a Macro and a Micro scale defining the broader strategies at an urban level and then tailoring them to the immediate context.

Le città contemporanee hanno visto una crescita senza precedenti. Crescono in modo esponenziale quanto più si avvicinano al contorno della sua conurbazione. Quindi la maggior parte delle persone vive alla periferia della città mantenendo l'idea di un centro cittadino nel nucleo storico. Questo nucleo si trasforma solitamente nel tempo in un polo commerciale occupato da attività quali il turismo, il tempo libero e le strutture culturali. Ri-progettare le periferie urbane è un tentativo di portare parte di questa qualità che oggi appartiene esclusivamente al centro. In altre parole, si tratta di “monumenalizzare” le periferie, di portare “centralità” e “senso del luogo” ai confini per bilanciare il tutto. Ponticelli, un tempo idilliaco villaggio rurale della campagna campana, è diventato dopo il terremoto una città dormitorio periferica di Napoli e centro di accoglienza per molte famiglie di senzatetto. Ponticelli rappresenta una traccia di ciò che avrebbe potuto essere. Un tempo Campania ricca, promessa da motivazioni industriali, trasformata da grandi interventi infrastrutturali. Insensibile alla terra, lasciando dietro di sé vasti spazi abbandonati frammentati. Caratterizzato da problemi di disordini sociali, criminalità e disoccupazione. Questo quartiere è un paesaggio di emergenza, che richiede un intervento immediato. Questa tesi mira a reimmaginare i vuoti collettivi della fascia ponticelli come una nuova centralità urbana che infonde vita al tessuto urbano disintegrato esistente attirando il turismo dal centro storico e regolando l'espansione delle aree periferiche verso l'estremo oriente. Il design si rivolge ai problemi esistenti e sviluppa un distretto culturale attraverso mezzi di esplorazione e valorizzazione dell'arte locale, in particolare la street art come Graffiti, murales, ecc. Sfrutta la natura orientata all'arte del talento locale, fornendo loro una tela bianca per esprimersi su. La strategia prevede un nuovo centro che rappresenti il ​​patrimonio culturale locale attraverso la street art con il potenziale per spostare il turismo dal centro storico della città verso questa zona periferica. Il progetto opera a Macro e Micro scala definendo le strategie più ampie a livello urbano e poi adattandole al contesto immediato.
