Landing. How the presence of newly arrived migrants challenges cities. A look through spaces and practices along the central Mediterranean route

This work stems from an interest in the relationship between increasingly plural migration processes and cities. Assuming as a background central Mediterranean migrations, the research focuses on arrival processes and spaces. Arrivals are investing Mediterranean coasts, and they have been changing entire territories, such as border islands, cities, and urban spaces. However, in urban planning and policy theory and practice, arrivals are hardly addressed as a self-standing issue. Their apparent ephemeral and temporary character makes them a complex topic to grasp. To address this gap, the work introduces and develops around the interim terminology of landing, that shifts the gaze from the understanding of arrival as a moment and enhances its processual and open character. As a point of view on landing, the research chooses spaces; namely, landing spaces become the main entry point to the investigation and the primary object of theoretical and empirical observation, along the central Mediterranean route and, more specifically, in Palermo (IT). Within the perspective of landing and through the look at landing spaces and practices, the research unfolds the plural nature of these processes, investigating migrants’ temporalities, mobilities, and subjectivities upon landing. In the field, the work follows the trajectories of migrants, focusing on the spaces they get entangled with, and it observes how these spaces work. Throughout the research, landing revels to be an insightful observatory both on migration processes and the city.

Questo lavoro nasce dall'interesse per la relazione tra processi migratori, sempre più plurali, e città. Nel quadro delle migrazioni del Mediterraneo centrale, la ricerca tratta i processi e gli spazi di arrivo. Gli arrivi stanno investendo le coste del Mediterraneo e stanno cambiando interi territori, come le isole di confine, le città e gli spazi urbani. Tuttavia, nella teoria e nella pratica della pianificazione e delle politiche urbane, raramente i processi di arrivo sono trattati come una questione a sé stante. Il loro apparente carattere effimero e temporaneo li rende un argomento complesso da definire e affrontare. A fronte di questa difficoltà, la ricerca introduce e si sviluppa intorno al termine euristico “landing” (letteralmente atterraggio), che sposta l’attenzione dalla nozione di arrivo come un momento puntuale e ne sottolinea il carattere processuale e aperto. Come punto di vista sui processi di landing, il lavoro sceglie gli spazi, e gli spazi di approdo diventano il principale punto di accesso alla ricerca e l'oggetto primario di osservazione teorica ed empirica, lungo la rotta del Mediterraneo centrale e, più specificamente, a Palermo (IT). Attraverso lo sguardo agli spazi e le pratiche di landing, la ricerca discute la natura plurale di questi processi, indagando le temporalità, le mobilità e le soggettività di chi fa esperienza di landing. Sul campo, il lavoro segue le traiettorie delle persone migranti, concentrandosi sugli spazi che incontrano, approfondendone il funzionamento. Nel corso della ricerca, il landing si rivela un osservatorio privilegiato sui processi migratori e sulla città.
