Design for All come metodo di accessibilità e progettazione inclusiva. Caso studio : Palazzo del Capitano di Giustizia a Milano

INTRODUCTION This thesis starts with an examination of the national legislation regarding architectural barriers and their overcoming, to then address the strategies of “Design for All”, a method to respond specifically to the plethora of needs related to human diversity. The aim of this research is to demonstrate how, through the “Design for All” methodology, it is possible to address in a functional and effective way the very actual/current accessibility problem in an historic building subject to protection by legislative constraints. The work focuses on the ground floor of the case study building as the link between the internal functions of the structure and the city in which it resides. METHODOLOGY The presentation of this research is divided into two parts: the first part, theoretical, is conducted through research on textbooks, studies on the current legislation on architectural barriers and speculative insights regarding “Design for All”. This part analyzes the current state, from the scientific and legislative point of view, concerning the overcoming of physical, social and cognitive obstacles. The second part of this thesis tries to implement the knowledge and rules previously obtained in the case study of Palazzo del Capitano in Milan, protecting it as an historical asset while adequately responding to the different needs of accessibility and usability of its spaces by what will be called “Utenza Ampliata” (Arduini, 1991). RESULTS This part of the thesis offers design solutions for a redevelopment of the spaces of Palazzo del Capitano and their readjustment from a regulatory point of view. Each choice has been implemented according to the “Design for All” methodology in order to ensure fair accessibility to the building's environments by different types of visitors. The task was made possible by a thorough knowledge of the spaces of the building, both adjacent and internal, conducted through inspections, interviews, questionnaires and analysis of the potentials and weaknesses of the area. CONCLUSIONS All the knowledge acquired with this research has been used to propose a project that is evenly accessible to the different types of users. In an historical moment like the one we are going through, I believe that the “Design for All” method is a useful tool to offer a solution to the accessibility problems of many buildings in our territory in an innovative and effective way

INTRODUZIONE La tesi attraversa inizialmente un excursus teorico sulla normativa nazionale riguardante le barriere architettoniche e il loro superamento per poi affrontare le strategie del Design for All, ossia una metodologia capace di rispondere univocamente alle diverse esigenze relative alla diversità umana. L’obbiettivo della ricerca è dimostrare come attraverso la metodologia Design for All si possa rispondere in maniera innovativa, funzionale ed efficace al problema, oggi particolarmente attuale, riguardante l’accessibilità e la fruibilità degli spazi di un palazzo storico soggetto a tutela e vincoli legislativi. Il lavoro si focalizza sul piano terra dell’edificio scelto come caso studio in quanto cerniera di collegamento tra le funzioni interne al palazzo e la città che lo ospita. METODOLOGIA La presentazione di questa ricerca viene esposta divisa in due parti; la prima parte, di natura teorica e condotta attraverso ricerche su libri di testo, studi sulle leggi in vigore riguardante le barriere architettoniche e approfondimenti teoretici riguardanti il Design for All, analizza in maniera scientifica lo stato dell’arte, ossia la situazione attuale, anche ma non solo dal punto di vista legislativo, riguardante il superamento degli ostacoli fisici, sociali e cognitivi. La seconda parte di questa tesi cerca di implementare le conoscenze e le regole ottenute precedentemente all’interno del Palazzo del Capitano a Milano, caso studio di questa ricerca, tutelandolo in quanto bene storico ma offrendogli una nuova chiave di lettura che risponda in maniera soddisfacente alle diverse esigenze di accessibilità e fruibilità dei suoi spazi da parte di quella che verrà denominata Utenza Ampliata (Arduini,1991). RISULTATI La seconda parte di questa tesi propone delle soluzioni progettuali che offrono una riqualificazione degli spazi di Palazzo del Capitano e un loro riadeguamento dal punto di vista normativo. Ogni scelta è stata condotta e ideata secondo la metodologia Design for All in modo da garantire un’equa accessibilità agli ambienti dell’edificio da parte delle diverse tipologie di utenza che fruiscono degli spazi. Il lavoro è stato reso possibile solo dopo una conoscenza esauriente deli spazi limitrofi e interni a palazzo condotta tramite sopralluoghi, interviste, questionari e analisi delle potenzialità e delle debolezze dell’area. CONCLUSIONI Tutte le conoscenze acquisite elaborando questa ricerca sono state impiegate per proporre un progetto che sia accessibile in modo uniforme a tutte le diverse tipologie di utenza. In un momento storico come quello che si sta attraversando credo che il metodo Design for All sia un utile strumento che sappia offrire in maniera innovativa, funzionale ed efficace una soluzione ai problemi di accessibilità e fruibilità degli spazi di molti edifici presenti sul nostro territorio.
