An integrated model for managing the housing emergency in the satellite district of Pioltello. Asylum, migration and integration fund 3477 Project - Living Together

This paper is the result of my participation in the ABC Department research group at Polytechnic University of Milan related to the funded project FAMI 3477 “Living Together”. The contract was awarded to Prefettura di Milano Ufficio Territoriale in June 2020, funded by Asylum, Migration and Integration Fund 2014-2020 – National Objective, Capacity building from Ministero dell’Interno. The project started on 01st June 2020 and ended on 30th June 2022; its direct beneficiary has been the Municipality of Pioltello and the indirect ones have been the citizens with migratory background who live in Satellite district. The project was coordinated by Prefettura di Milano, with the participation of the Polytechnic University of Milan, as scientific coordination body, and three universities of Milan (Polytechnic University of Milan, University of Milan and University of Milano-Bicocca), as scientific supervisiors. The project was carried out in partnership with third sector organisations, responsible for managing emergency housing, job placement and active citizenship education. “Living Together” has set a target of building an inter-agency model for the governance of the migration phenomenon to help the Social Services of Municipality of Pioltello to manage housing deprivation, socio-cultural disadvantages of the most vulnerable groups in society (migrant families, young people, second-generation migrants). This model has been based on three fields of action that work in synergy: housing, job and active citizenship that “are an integral part of living as residential living is a society building process” (G. Ferri, A.S. Pavesi, M. Gechelin, R. Zaccaria, 2017). Within the project, it has been executed a system to monitor the quality and the progresses in terms of costs, resources, implemented activities and outcomes. This is essential because the project is funded through public funds and the quality reached must correspond to the public investment implemented. From a methodological point of view, in order to achieve the objectives declared when submitting the public tender, the project has been organised in six Work Packages (WP), in other words groups of coordinated activities with different and specific functions and deliverables: project and control management, scientific coordination and fulfilment and tool test in the three fields of action. These aspects have been directed to build a model of action that can create a new social housing culture through job promotion, active citizenship and experimental actions that seek to leave a legacy in Satellite district. The aim is to work together to improve the services pointed towards the emergency housing in the neighbourhood. This thesis, after defining the scenario and the context of the project, is part of the building process of its two different deliverables and suggest, on one side, a tool of data collection connected to the dimension of the housing need in Satellite neighbourhood due to the ongoing evictions; on the other side, it has contributed to the theorical systematisation of the model Living Together model in terms of guide lines to allow Municipality of Pioltello o to repeat the model in the future on the basis of the availability of houses temporarily provided by Tribunale di Milano, before being sold at auction. Both the results of the thesis are referred to the Capacity Building tools developed in the project FAMI 3477 «Living Together», addressed to Municipality of Pioltello, especially to the Social Services sector and to Sportello Stranieri of the neighbourhood.

Il presente elaborato è frutto della partecipazione al gruppo di ricerca del Dipartimento ABC del Politecnico di Milano relativa al Progetto Finanziato: FAMI 3477 «Abitare insieme». Il bando è stato aggiudicato dalla Prefettura di Milano Ufficio Territoriale a giugno 2020, finanziato dal Ministero dell’Interno attraverso il Fondo Asilo, Migrazione e Integrazione 2014-2020 - Obiettivo nazionale 3 Capacity building. Il progetto è stato avviato il 1 giugno 2020 ed è terminato il 30 giugno 2022 e ha avuto, come beneficiario diretto, il Comune di Pioltello e, come beneficiari indiretti, i cittadini con background migratorio del Quartiere Satellite. Il progetto è stato coordinato dalla Prefettura di Milano, ha visto la partecipazione, in qualità di coordinamento scientifico, del Politecnico di Milano e la supervisione scientifica di tre Atenei milanesi (Politecnico di Milano, Università degli Studi di Milano e Università degli Studi di Milano-Bicocca) e si è svolto in partenariato con Enti del Terzo Settore preposti alla gestione dell’emergenza abitativa, dell’inserimento lavorativo e della educazione alla cittadinanza attiva. Abitare Insieme si è preposto l’obiettivo di capacitare il sistema di presa in carico da parte dei Servizi Sociali del Comune di Pioltello per la gestione del disagio abitativo e socioculturale delle fasce di popolazione più vulnerabili (famiglie migranti, giovani, seconde generazioni) attraverso la costruzione di un modello inter-agency nella governance del fenomeno migratorio. Questo modello ha previsto la sinergia di tre sfere di azione: Abitare, Lavoro e Cittadinanza Attiva, che “sono parte integrante dell’abitare in quanto l’abitare è una modalità con cui si edifica la società” (G. Ferri, A.S. Pavesi, M. Gechelin, R. Zaccaria, 2017). All’interno del progetto è stato implementato un sistema di monitoraggio della qualità e dei progressi ottenuti in termini di costi, risorse impiegate, attività realizzate ed effetti prodotti. Ciò è fondamentale in quanto, essendo il progetto finanziato da fondi pubblici, la qualità raggiunta deve avere corrispondenza con l’investimento pubblico messo in campo. Dal punto di vista metodologico, per il raggiungimento degli obiettivi dichiarati in sede di partecipazione al bando pubblico, il progetto è stato strutturato in sei Work Packages (WP), ovvero gruppi di attività coordinate con funzioni e deliverables specifiche: project and control management, coordinamento scientifico e realizzazione e sperimentazione di strumenti per le tre sfere di azione. Questi aspetti sono stati finalizzati a costruire un modello di azione futuribile che possa creare una nuova cultura dell’abitare sociale attraverso iniziative di promozione del lavoro e della cittadinanza attiva e attraverso le azioni sperimentali che mirano a lasciare un’eredità nel Quartiere Satellite. L’obiettivo è lavorare insieme per migliorare i servizi rivolti all’emergenza abitativa nel Quartiere. Questa tesi, dopo aver definito lo scenario e il contesto del progetto, si inserisce nel processo di co-costruzione di due deliverable dello stesso e propone, da una parte, uno strumento di raccolta dei dati relativi alla dimensione del bisogno abitativo presente nel quartiere Satellite, a causa degli sfratti in corso; dall’altra, ha contribuito alla sistematizzazione teorica del modello Abitare Insieme in termine di linee guida per permettere al Comune di Pioltello di reiterare il modello nel tempo a seconda della disponibilità di alloggi fornito temporaneamente dal Tribunale di Milano, prima della loro messa all’asta. Entrambi i prodotti della tesi sono riferiti agli strumenti di Capacity Building elaborati nell’ambito del progetto FAMI 3477 «Abitare insieme», destinati al Comune di Pioltello e riferiti in particolare al settore Servizi Sociali e allo Sportello Stranieri presente nel quartiere.
