ARIA SpA : soluzione o problema per la sanità lombarda?

ARIA spa is the “in house” company created and controlled entirely and exclusively by the Lombardy Region. Built through the merger of three pre-existing companies, it inherited all their functions, as well as taking over new ones. ARIA is therefore an articulated and complexly managed organization. Among its most important objectives is that of presenting itself as a single central purchasing body. From the data collected, a number of critical points emerged concerning the management of health procurement in Lombardy: the system currently in use is not adequate for the mission of the company, which is unable to manage the procurement of all the Lombardy health authorities. This is due to the lack of professionally trained people, the limited structural resources, and the poor management of procurement request procedures. The CoViD-19 pandemic brought to light the inability to fulfil the tasks assigned to ARIA by the Lombardy Region. The failure of the vaccine reservation system entrusted to the company highlighted its inadequacy. Despite the substantial funding bestowed annually, which, moreover, is not adequately justified, the Lombardy Region's role as a controlling company does not seem to be practiced as it should be. ARIA spa presents itself as an opportunity not fully seized to ensure greater efficiency and effectiveness in procurement procedures. With targeted interventions, its potential could be translated into concrete facts and services.

ARIA spa è la società “in house” creata e controllata interamente ed esclusivamente da Regione Lombardia. Nata dalla fusione di 3 società preesistenti, essa ha ereditato tutte le loro funzioni, oltre ad averne prese in carico di nuove. ARIA risulta quindi un’organizzazione articolata e di complessa gestione. Tra gli obiettivi più importanti vi è quello di proporsi come centrale unica di committenza. Dai dati raccolti sono emerse alcune criticità riguardanti la gestione degli acquisti sanitari in Lombardia: il sistema attualmente in uso non risulta adeguato alla mission dell’azienda, che non riesce ad avere la gestione degli approvvigionamenti di tutti gli enti sanitari lombardi. Ciò è dovuto alla mancanza di figure professionalmente preparate, alle scarse risorse strutturali, e alla cattiva gestione delle procedure di richiesta di acquisto. La pandemia CoViD-19 ha fatto emergere l’incapacità di assolvere i compiti assegnati ad ARIA da Regione Lombardia. Il fallimento del sistema di prenotazione dei vaccini, affidato alla società, ne ha evidenziato l’inadeguatezza. Nonostante gli ingenti finanziamenti elargiti annualmente, peraltro non adeguatamente giustificati, il ruolo di Regione Lombardia di società controllante non sembra praticato come dovrebbe. ARIA spa si presenta come un’opportunità non completamente colta per garantire maggiore efficienza ed efficacia nelle procedure di acquisto. Con interventi mirati, il suo potenziale potrebbe tradursi in fatti e servizi concreti.
