Despite Dakar being the richest city in Senegal, a third of the city’s population lives in unplanned settlements and slums. A significant portion of the residents lives in chronic poverty. The average household size of Dakar is greater compared to other cities in the country with an average household size of 9.6 people. In Dakar, the demand for land has become unsustainable which led to self-construction and the development of irregular housing, often on plots subject to multiple risks, such as that flooding or coastal erosion, in addition to the generalized risk of an industrial accident. This thesis investigates and explores the possibility of upgrading slums using the IMM methodology. The proposed intervention based on IMM investigation addresses not only problems facing slums, but also other urban issues the city of Dakar is currently encountering. Re_Sponge derived from dismantling the system using IMM holistic approach to introduce a set of solutions for addressing rising problems in neighborhoods as well as city scale. Using those sets of solutions, the thesis addresses the problems of the slums in the intervention area, to upgrade the current situation in Hann Pecheur Village and improve people's quality of life. Lastly, to investigate the improvement achieved using Re_Sponge, IMM tools have been used to conduct and measure the impact of the project, as well as set a ground for further improvement.
Nonostante Dakar sia la città più ricca del Senegal, un terzo della popolazione della città vive in insediamenti e baraccopoli non pianificati. Una parte significativa dei residenti vive in povertà cronica. La dimensione media della famiglia di Dakar è maggiore rispetto ad altre città del paese con una dimensione media della famiglia di 9,6 persone. A Dakar è diventata insostenibile la domanda di terreno che ha portato all'autocostruzione e allo sviluppo di alloggi irregolari, spesso su lotti soggetti a molteplici rischi, come quello di inondazione o di erosione costiera, oltre al rischio generalizzato di un incidente industriale. Questa tesi indaga ed esplora la possibilità di riqualificare gli slum utilizzando la metodologia IMM. L'intervento proposto basato sull'indagine dell'IMM affronta non solo i problemi che affliggono gli slum, ma anche altri problemi urbani che la città di Dakar sta attualmente incontrando. Re_Sponge è derivato dallo smantellamento del sistema utilizzando l'approccio olistico IMM per introdurre una serie di soluzioni per affrontare i problemi crescenti nei quartieri e nella scala cittadina. Utilizzando queste serie di soluzioni, la tesi affronta i problemi degli slum nell'area di intervento, per migliorare la situazione attuale nel villaggio di Hann Pecheur e migliorare la qualità della vita delle persone. Infine, per studiare il miglioramento ottenuto utilizzando Re_Sponge, gli strumenti IMM sono stati utilizzati per condurre e misurare l'impatto del progetto, oltre a gettare le basi per ulteriori miglioramenti.
