Toward the new space economy: the Copernicus programme

The report is about Copernicus, a space program owned by the European Union, represented by the European Commission, in partnership with the European Space Agency (ESA). Being a very complex project, it involves a huge number of players with many different tasks: the European Commission is the owner and main sponsor, ESA is the technological coordinator of the Space Component, EUMETSAT is a technological partner and operator of some of the Missions, EUSPA is responsible for the Downstream sector development and the entrusted entities (such as ECMWF and EEA) are responsible for the Copernicus Services. Copernicus is an Earth Observation program, which provides many data about the health state of the Earth by monitoring several parameters and variables about the global land, oceans and atmosphere. In order to accomplish this objective, Copernicus is based on two groups of satellites: the Sentinel Missions, which are dedicated missions developed by ESA for the specific needs of the Copernicus program; the Contributing Missions, which are operated by National, European or International organizations. To complete the picture there are the Copernicus Services, which are related to different domains (ocean, land and atmosphere monitoring, emergency response, security and climate change), and the In-situ Component, which integrates the data coming from the satellites with in-situ measurements. Thanks to its full, free and open data policy, Copernicus is impacting many economic industries that affect the societal, economic and environmental aspects of our life. We are all benefitting from Copernicus, which contributes to the creation and growth of different businesses related to social and environmental challenges within both Space and non-Space sectors.

Il report riguarda Copernicus, un programma spaziale di proprietà dell'Unione Europea, rappresentato dalla Commissione Europea, in partnership con l'Agenzia Spaziale Europea (ESA). Essendo un progetto molto complesso, coinvolge un numero enorme di attori con molti compiti diversi: la Commissione Europea è l’owner del programma ed il principale sponsor, l'ESA è il coordinatore tecnologico della Componente Spaziale, EUMETSAT è un partner tecnologico e operatore di alcune delle Missioni, EUSPA è responsabile dello sviluppo del downstream sector e le entrusted entities (come, ad esempio, ECMWF e EEA) sono responsabili dei servizi di Copernicus. Copernicus è un programma di osservazione della Terra, che fornisce molti dati sullo stato di salute della Terra monitorando diversi parametri e variabili sulla terra, gli oceani e l'atmosfera a livello globale. Per raggiungere questo obiettivo, Copernicus si basa su due gruppi di satelliti: le Sentinel Missions, che sono missioni dedicate per le esigenze specifiche del programma Copernicus, sviluppate dall'ESA; le Missioni Contribuenti, che sono gestite da organizzazioni nazionali, europee o internazionali. A completare il quadro ci sono i Copernicus Services, che sono legati a diverse aree tematiche (monitoraggio oceanico, terrestre e atmosferico, risposta alle emergenze, sicurezza e cambiamento climatico), e la Componente In-situ, che integra i dati provenienti dai satelliti con misurazioni in situ. Grazie alla sua politica sui dati aperti e accessibili a tutti, Copernicus ha un impatto su molte industrie economiche che influenzano gli aspetti sociali, economici e ambientali della nostra vita. Stiamo tutti beneficiando di Copernicus, che contribuisce alla creazione e alla crescita di diverse attività legate alle sfide sociali e ambientali all'interno dei settori sia spaziali che non spaziali.
