“Milan Schools Reconstruction by the PNRR fund” Thesis addresses the topic of schools in Italy and Milan in specific regarding the National request of schools demolition and reconstruction/replacement of decayed schools funded by the National recovery and resilience plan - Next generation EU “PNRR”. The reconstruction of school buildings in Milan focuses on the schools that were mainly built in the 1960s & 1970s by prefabricated construction that is not compliant with seismic performance and contains harmful materials such as “asbestos”. The objective of the thesis is to provide a wide range of analyses at the national and city and neighbourhood levels. The thesis also will provide a design proposal for a new rethought school that adapts and changes with society that becomes the neighbourhood’s community hub with a Hybrid program by acting as a Civic/Hybrid centre in non-school hours. A prominent aspect of the new proposed school will be its environmental contribution in terms of materiality and the construction techniques such as adopting Modular prefabricated systems and materials. The new school proposal will follow the new guidelines provided by MUIR and FUTURA and the space program required which is provided by the MUIR/FUTURA competition announcement of July 2022 that will be funded by the PNRR, Mission 2 - Green revolution and digital transition - Component 3 - Energy efficiency and building renovation - Investment 1.1: "Construction of new schools by replacing buildings".
"La tesi affronta il tema delle scuole in Italia e a Milano nello specifico, in merito alla richiesta nazionale di demolizione e ricostruzione/sostituzione di scuole degradate finanziata dal Piano Nazionale di Recupero e Resilienza - Next generation EU "PNRR". La ricostruzione degli edifici scolastici di Milano si concentra sulle scuole costruite principalmente negli anni '60 e '70 con strutture prefabbricate non conformi alle prestazioni sismiche e contenenti materiali nocivi come l'amianto. L'obiettivo della tesi è quello di fornire un'ampia gamma di analisi a livello nazionale, cittadino e di quartiere. La tesi fornirà anche una proposta progettuale per una nuova scuola ripensata che si adatta e cambia con la società e che diventa il centro della comunità del quartiere con un programma ibrido, agendo come centro civico/ibrido nelle ore non scolastiche. Un aspetto importante della nuova scuola proposta sarà il suo contributo ambientale in termini di materialità e di tecniche di costruzione, come l'adozione di sistemi e materiali prefabbricati modulari. La nuova proposta di scuola seguirà le nuove linee guida fornite dal MUIR e da FUTURA e il programma di spazi richiesto previsto dal bando di concorso MUIR/FUTURA del luglio 2022 che sarà finanziato dal PNRR, Missione 2 - Rivoluzione verde e transizione digitale - Componente 3 - Efficienza energetica e ristrutturazione degli edifici - Investimento 1.1: "Costruzione di nuove scuole attraverso la sostituzione di edifici".
