Stakeholder involvement in the development of megaprojects: a dedicated framework for transport infrastructure

Megaprojects have emerged as the preferred way to deliver results, not only in the field of infrastructures and construction projects, but also in a wide range of industries where the stakeholder and the local community involvement, the political interest, the times for completion, the complexity and the definition of success play a big role. Precisely because of this complexity, each megaproject makes its own story, and the definition of “success” is vague. Over the years, partly due to the failure of several megaprojects because of poor management in terms of stakeholder engagement, there was an increasing recognition of the need to involve the so-called “non-market stakeholders” in the development stages of project plans. However, this awareness was not followed by the development of an applicable model for stakeholder inclusion, at least for what concerns transport infrastructure, the subject of this work. Consequently, after a review of specific literature, existing governmental and European guidelines on citizen consultation, which are by definition extremely general, were integrated with very specific individual cases in order to balance the two contributions. At the end of the process, a framework composed of questions was proposed to assist the promoters step by step in the stakeholder involvement process. The questions were also paired with specific cases and examples related to transport infrastructure to overcome the problem of the inherent generality of the guidelines. Finally, two megaprojects were analyzed through the proposed model, namely the enhancement of the A66 in the United Kingdom, and the preliminary stages of a similar Italian project. The Italian case study will then also be followed in later stages, thus allowing real-time comparison between the model and a megaproject, which will lead to the refinement of research questions and the continued integration of data and experiences.

Il modello dei megaprogetti sta acquisendo un’importanza sempre crescente non solo nel campo delle infrastrutture, ma anche nel contesto di settori industriali caratterizzati da particolari interessi politici, da una gestione di tempistiche e budget complessa, e soprattutto da un alto numero di attori coinvolti. Proprio per via di questa complessità, ogni megaprogetto fa storia a sé, e la definizione di “successo” è quantomeno nebulosa. L’analisi delle cause del fallimento di un gran numero di megaprogetti ha portato al riconoscimento dell’importanza del coinvolgimento dei portatori di interesse indiretti, o “non-market stakeholders”, nel corso dello sviluppo, in modo da sfruttare i loro commenti e le loro critiche per identificare possibili miglioramenti dei piani di progetto, o per fare emergere anticipatamente potenziali cause di scontro future. Tuttavia, a questa presa di coscienza non è seguito lo sviluppo di un modello effettivamente applicabile per l’inclusione degli attori interessati, quantomeno per il settore delle infrastrutture di trasporto, oggetto di questo elaborato. Di conseguenza, dopo un’analisi della letteratura specifica, si è proceduto a integrare le linee guida governative ed europee esistenti in materia di consultazione dei cittadini, per definizione estremamente generiche, con singoli casi molto specifici, in modo da bilanciare i due contributi. Al termine del processo, è stato redatto un modello strutturato sotto forma di domande a cui il promotore di un megaprogetto può ispirarsi per dare vita a un efficace processo di consultazione dei portatori di interesse indiretti. Alle domande sono stati inoltre affiancati casi ed esempi specifici collegati alle infrastrutture di trasporto, in modo da ovviare al problema della generalità intrinseca delle linee guida. Infine, due megaprogetti sono stati analizzati tramite il modello proposto, ovvero l’allargamento della A66 nel Regno Unito, e le fasi preliminari di un analogo progetto italiano. Il progetto italiano in questione verrà poi seguito anche nelle fasi successive, permettendo quindi un confronto in tempo reale tra il modello e un megaprogetto, che porterà al raffinamento delle domande di ricerca e alla continua integrazione di dati ed esperienze.
