The northern belt of Piacenza, despite its historical background and potential for ecological connections, including Po River, as well as the relative potential for implementing favorable accessibilities and attractive land uses, compared to other areas of the city in terms of socially, economically, and physically, it is less prosperous. This lack of prosperity can be rooted in the following reasons: Lack of proper accessibilities within the area as well as lack of proper access to ecological contexts, location on the railway station route, the housing of low-income groups and immigrants, as well as relative social disconnection of these groups from local people, safety issues, low social and economic interactions in this area, cultural and national factors and the lack of proper planning and design for the use of existing urban spaces. Although about 20 percent of the Piacenza population is made up of immigrants, it still faces infrastructural and cultural problems in meeting their needs and wants. Also, demographic proportions and social issues are other challenges facing Piacenza in urban plans and projects, which have faced the city with problems such as a lack of dynamism and low urban interaction. On the other hand, physical and infrastructural conditions such as ecological and environmental factors, accessibilities and land uses in the study area do not provide the necessary background for attracting a multifaceted population that itself has great and valuable cultural and social potential. This project is not only an attempt to prove the above propositions through statistical data and physical and social analyzes quantitatively and qualitatively but also by reading the theoretical framework of environmental psychology to recognize and reproduce the appropriate behavioral setting and adapt it to experiences and the general policies of the integration of immigrants in Europe and Italy, with a multifaceted economic, political, environmental, social and physical perspective, aims to formulate informal policies for the integration of immigrants with an environmental perception approach for the urban regeneration of Piacenza. These policies can be expressed in the form of urban strategies and the principles of urban planning. Although the issue of immigrants is still seen as a problem in Italy, and the strict formal policies of the upper levels have prevented decision-making at lower levels, Piacenza can be seen as a case example that is a point to transform this "Problem" becomes "potential". In the following, with the language of urban planning and design, we will discuss physical designs with a socio-economic view of the urban landscape in the form of different hotspots with specific approaches and diverse functions, which are connected through physical and non-physical platforms to form an integrated network. Hotspots, in other words in conceptual imaginations, are arabesques made up of different infinite flows which are the behavioral settings in the physical context which release the interactions between local citizens and the immigrant population. It is crystal clear that the success of this project is in line with inter-sectoral interaction and two-way social culturalization processes both on the part of the immigrants and the local population with continuous management and monitoring tools.
La fascia settentrionale di Piacenza, nonostante il suo background storico e le sue potenzialità di connessioni ecologiche, incluso il fiume Po, nonché le relative potenzialità di realizzare accessibilità favorevoli e usi del suolo attraenti, rispetto ad altre aree della città in termini di socialità, economia e fisicamente, è meno prospero. Questa mancanza di prosperità può essere radicata nei seguenti motivi: Mancanza di adeguate accessibilità all'interno dell'area, nonché mancanza di un adeguato accesso ai contesti ecologici, ubicazione sul percorso della stazione ferroviaria, alloggio di gruppi a basso reddito e immigrati, nonché relativa disconnessione sociale di questi gruppi dalla popolazione locale, problemi di sicurezza, basse interazioni sociali ed economiche in quest'area, fattori culturali e nazionali e la mancanza di un'adeguata pianificazione e progettazione per l'uso degli spazi urbani esistenti. Sebbene circa il 20 per cento della popolazione piacentina sia composta da immigrati, deve ancora affrontare problemi infrastrutturali e culturali per soddisfare i loro bisogni e desideri. Inoltre, le proporzioni demografiche e le questioni sociali sono altre sfide che Piacenza deve affrontare nei piani e nei progetti urbani, che hanno affrontato la città con problemi come la mancanza di dinamismo e la scarsa interazione urbana. D'altra parte, le condizioni fisiche e infrastrutturali come i fattori ecologici e ambientali, l'accessibilità e gli usi del suolo nell'area di studio non forniscono il background necessario per attrarre una popolazione multiforme che di per sé ha un grande e prezioso potenziale culturale e sociale. Questo progetto non è solo un tentativo di dimostrare quantitativamente e qualitativamente le proposizioni di cui sopra attraverso dati statistici e analisi fisiche e sociali, ma anche leggendo il quadro teorico della psicologia ambientale per riconoscere e riprodurre l'impostazione comportamentale appropriata e adattarla alle esperienze e alle politiche generali dell'integrazione degli immigrati in Europa e in Italia, con una multiforme prospettiva economica, politica, ambientale, sociale e fisica, mira a formulare politiche informali per l'integrazione degli immigrati con un approccio di percezione ambientale per la rigenerazione urbana di Piacenza. Queste politiche possono essere espresse sotto forma di strategie urbane e principi di pianificazione urbana. Sebbene la questione degli immigrati sia ancora vista come un problema in Italia, e le rigide politiche formali dei livelli superiori abbiano impedito il processo decisionale ai livelli inferiori, Piacenza può essere vista come un caso esemplare che è un punto per trasformare questo "Problema" diventa "potenziale". Di seguito, con il linguaggio dell'urbanistica e del design, discuteremo di progetti fisici con una visione socio-economica del paesaggio urbano sotto forma di diversi hotspot con approcci specifici e funzioni diverse, che sono collegati attraverso piattaforme per formare una rete integrata. Gli hotspot, in altre parole negli immaginari concettuali, sono arabeschi composti da diversi flussi infiniti che sono le impostazioni comportamentali nel contesto fisico che liberano le interazioni tra i cittadini locali e la popolazione immigrata. È evidente che il successo di questo progetto è in linea con i processi di interazione intersettoriale e di culturalizzazione sociale bidirezionale sia da parte degli immigrati che della popolazione locale con strumenti di gestione e monitoraggio continui.
