The city of Tirana presents an articulated and complex urban landscape, full of different building typologies that alternate with each other. In its streets, it is possible to see large buildings of a relatively recent period, more precisely around the 1990s, and small houses surrounded by walls dating back to 1940. The "Green Tirana: a new neighborhood identity" project is located in this heterogeneous and multiform context, which aims to reorganize a lot located in the center of Tirana, giving it a new identity. The green element acts as a glue between the various project buildings which, coexisting and collaborating with the existing, create continuous glimpses between solids and voids, alternating open spaces used as parks with more enclosed and intimate places. The two main buildings, a library and a hotel, are located in the center of the area and play the role of fulcrum of the entire project; they are flanked by other building types which, collaborating with the aforementioned, create a space full of services typical of the city. The library in particular plays a fundamental role; it is in fact the main function at the service of the neighbourhood. This choice was dictated primarily by the absence of similar activities, but more expressly to give the inhabitants the opportunity to gather in a common place simply for the beauty of being together. In fact, it will not be a traditional library, but will have the objective of creating spaces and environments used for study alternating with places aimed at rest and recreation. Finally, the decision to place the library and the new buildings that revolve around it in the center of the district was dictated by the desire to maintain the original appearance of the lot externally, dense and compact, making the presence of greenery visible inside only thanks to some glimpses present between the existing buildings. In doing so, the observer is invited to enter the new district, showing a reality that is apparently the same but actually different from what one would expect.
La città di Tirana presenta un paesaggio urbano articolato e complesso, ricco di differenti tipologie edilizie che si alternano tra loro. È possibile scorgere tra le sue vie, grandi palazzi di epoca relativamente recente, più precisamente intorno agli anni Novanta, e piccole case cinte tra mura risalenti al 1940. In questo contesto così eterogeneo e multiforme si colloca il progetto “Tirana verde: una nuova identità di quartiere”, che si pone come obiettivo la riorganizzazione di un lotto situato nel centro di Tirana, dandogli appunto una nuova identità. L’elemento del verde funge da collante tra i vari edifici di progetto i quali, coesistendo e collaborando con l’esistente, creano scorci continui tra pieni e vuoti, alternando spazi aperti adibiti a parco a luoghi più racchiusi e intimi. I due edifici principali, una biblioteca e un albergo, si trovano al centro dell’area e rivestono il ruolo di fulcro dell’intero progetto; ad essi si affiancano ulteriori tipologie edilizie che, collaborando con i suddetti, creano uno spazio ricco di servizi tipico della città. La biblioteca in particolare presenta un ruolo fondamentale; è infatti la funzione principale a servizio del quartiere. Tale scelta è stata dettata in primo luogo dall’assenza di attività similari, ma più espressamente per dare la possibilità agli abitanti di riunirsi in un luogo comune semplicemente per la bellezza di stare insieme. Essa non sarà infatti una biblioteca tradizionale, ma avrà come obiettivo quello di creare spazi e ambienti adibiti allo studio alternati a luoghi volti al riposo e allo svago. Infine, la scelta di posizionare al centro del quartiere la biblioteca e i nuovi edifici che ruotano intorno ad essa, è stata dettata dalla volontà di mantenere esternamente l’aspetto originario del lotto, denso e compatto, rendendo visibile la presenza di verde al suo interno solo grazie a qualche scorcio presente tra gli edifici esistenti. Così facendo, si invita l’osservatore ad entrare nel nuovo quartiere, mostrante una realtà apparentemente uguale ma effettivamente diversa da quella che si aspetterebbe.
