The work of the SAAL brigades, acronym of Servico Ambulatorio de Apoio Local, is the response to the housing emergency proposed by the governments that have followed one another since the fall of the Salazar regime. Despite the short period of activity, the operating methods and the didactic research that had fueled it have meant that this experience, suspended between utopia, anarchy, politics and design, has become part of the architectural debate in a powerful way, up to our days. But then, how do you narrate the legacy of an experience? My reading introduces it in three parts: • the theoretical contribution offered by architects and journalists over the last (almost) fifty years. It starts with the understanding of what has been told about the SAAL, since the narrative that we build around the phenomena profoundly determines its identity, as we move historically away. Which themes are explored in the contemporary analysis? Which protagonists are given the most important space? How is the defeat of the movement dealt with in the collective thoughts? For which causes? And which consequences did it bring to? What was the role of the notorious participation? In the second chapter, the contributions of authors belonging to different contexts and periods are collected in four paragraphs, which reorganize the debate on the SAAL thematically. • the architectures, the artifacts that physically occupy the memory and space of the SAAL process. They tell a story themselves, being incomplete, being insufficient. They have been gradually incorporated by the city that has grown up around them, often not animated by strong ideals. Under the layers of peeling plaster they remind us that there was a time when we tried to build together. In the third chapter, the history and the projects of three case studies from Porto are explored, accompanied by a photographic survey carried out personally in autumn 2022. • the people, through whom the SAAL lives on. First of all, there are those who live in the SAAL buildings and districts. Although many have migrated to other areas, some original moradores resist. Furthermore, the SAAL is kept alive by those who study it. In the fourth chapter I decided to collect in a less formal way the direct testimonies of those I had the opportunity to meet personally and who offered me their point of view over the process. In this way, through a journey that I made through libraries and physical archives, through digital databases and, even, along the ruas of Portuguese cities, I reconstructed the story of the SAAL legacy. Especially in the context of contemporary Porto. Finally, the conclusions offer answers to some questions left open by critics and, moreover, they put a glance to the future of participatory architecture.
L’operato delle brigate SAAL, acronimo di Servico Ambulatorio de Apoio Local, è la risposta all’emergenza abitativa proposta dai governi provvisori che si susseguono a partire dalla caduta del regime salazarista. Nonostante il breve periodo di attivita, le modalita operative e la ricerca didattica che lo hanno alimentato han fatto sì che questa esperienza, sospesa fra utopia, anarchia, politica e progettazione, sia entrata a fare parte del dibattito architettonico in maniera potente, fino ai giorni nostri. Ma, come si racconta l’eredita di un’esperienza? La mia lettura scompone il lascito del SAAL in tre parti: • il contributo teorico, offerto da studiosi e commentatori nel corso degli ultimi (quasi) cinquant’anni. Si parte dal capire che cosa e stato raccontato riguardo al SAAL, poiche la narrativa che costruiamo attorno ai fenomeni ne determina profondamente l’identita, man mano che ci si allontana storicamente. Quali temi vengono approfonditi, nella narrativa contemporanea? A quali protagonisti viene lasciato piu spazio? Come viene affrontata, nella riflessione collettiva, la sconfitta del movimento? Quali cause? Quali conseguenze? Qual e stato il ruolo della tanto discussa partecipazione? Nel capitolo due si raccolgono i contributi di autori appartenenti a contesti e periodi differenti all’interno di sei paragrafi, che riorganizzano in maniera tematica il dibattito sul SAAL. • le architetture, i manufatti che fisicamente occupano la memoria e lo spazio del processo SAAL. Anche loro raccontano una storia, proprio perche incomplete, proprio perche insufficienti. Sono state man mano inglobate dalla citta che e cresciuta loro attorno, spesso non animata da forti ideali. Sotto gli strati di intonaco scrostato ricordano che c’e stato un momento in cui si e provato a costruire insieme. Nel capitolo tre si approfondisce la storia e il progetto di tre casi studio portuensi, corredati da un rilievo fotografico svolto da me nell autunno 2022. • le persone, attraverso le quali il SAAL continua a vivere. Innanzitutto perche c’e chi abita gli edifici e i quartieri SAAL. Nonostante molti siano migrati verso altre zone, , resistono alcuni moradores originari. Inoltre, il SAAL e tenuto in vita da chi lo studia. Nel capitolo 4 ho deciso di raccogliere in maniera meno formale le testimonianze dirette di chi ho avuto la possibilita di incontrare personalmente e che mi ha offerto il suo punto di vista sul SAAL. In questo modo, attraverso un viaggio che ho compiuto a tratti nelle biblioteche e negli archivi fisici, a tratti nelle banche dati digitali e a tratti anche nelle ruas delle citta portoghesi, ho ricostruito il racconto dell’eredita del SAAL. In particolare, nel contesto della Porto contemporanea. Infine, le conclusioni offrono delle risposte ad alcune questioni lasciate aperte dalla critica e, in particolare, guardano al futuro dell’architettura partecipata.
