Preferential Rules of Origin: a Supply Chain tracing tool for the trade compliance adopted by SCM, a woodworking multinational company

Multinational companies that export their products all over the world are daily subject to compliance with multiple rules that regulate International Trade. One of the most recurrent and most significant in economic terms is the “Rules of Preferential Origin” theme, which determines a preferential tariff treatment to importers who purchase goods from companies that can declare compliance to these regulations. Preferential treatment brings important benefits both for the buyer in terms of exemptions and reductions of tariffs and duties, both for the seller in terms of reputation, competitiveness, and simplification of export practices. At the same time, declaring the preferential origin of a product implies the necessity of a precise and sustainable management over time of multiple information and documentation of suppliers, components purchased in the past, to perform complex calculations and be prepared for periodic checks by customs authorities. An important observation is how this issue of Trade Compliance involves the entire Supply Chain of a company, from shipping practices to the necessary traceability of production processes, components, and suppliers. This report aims to examine the strategic importance of these tools, and it describes the project of implementing an advanced Trade Compliance software in SCM Group, an important Italian multinational company operating woodworking machinery industry.

Le aziende multinazionali che esportano i propri prodotti in tutto il mondo sono soggette quotidianamente al rispetto di molteplici norme che regolamentano il commercio internazionale. Uno dei più ricorrenti e più significativi in termini economici è quello delle Regole di Origine Preferenziale, che determinano un trattamento tariffario agevolato agli importatori che acquistano merci da aziende che possono dichiarare il rispetto di queste norme.
