In 1933, tobacco production in Italy was around 440,000 quintals, of which more than 130,000 were produced in Puglia. The province of Lecce had the absolute preeminence with one fifth of national production. Tobacco production therefore represents a piece of the city's history that combines industrial and rural aspects, a history that began long ago and reached its peak in the period between the two wars; a period that saw the construction of numerous tobacco factory, places that were unfortunately forgotten with the fall of production following its liberalisation in 1970, a local and state production that was lost in the maze of the free market. This history has left an incredible disused architectural and urban heritage, mostly in ruins in Puglia. The 'Reali Manifatture tabacchi' represent both the high point of this season and one of the largest disused areas in the city of Lecce. The project starts from the analysis and reading of the context in which the Manifattura is located, the consolidated district of San Pio - historically a working-class district - today a district strongly marked by the presence of the urban university pole of the University of Salento. Precisely for this reason, the urban strategy developed is based on the recognition and reconnection of the supra-municipal services located along the historical radials, the nineteenth-century avenues and the Manifattura seen as a new barycentre where to direct new university functions linked to the development of the Unisalento departments and to place a new exhibition space to meet the needs of the nearby department of cultural and archaeological heritage. The composition of the urban space, planned later, is based on the preservation of the permeable and wooded soil facing the Manifattura, which is the only plot ever built on in the entire district. It continues with the demolition of some smaller pavilions and and the thoughtful opening of portions of the large wall, that today totally prevents anyone walking along Via Dalmazio Birago from having a perception of the four volumes that compose the Manifattura. Finally, the architectural design restores a new spatiality to the interior of the Manifattura, respecting both the rhythm of the openings in the façade and the order of the Nerviana structure; but creating new double-height interior workspaces, new skylights and patios on the roof. The final goal of the project is to imagine strategies for the re-functionalisation of the former Manifatture Tabacchi as places adaptable to the new needs of work spaces related to local research and development production.
Nel 1933 la produzione di tabacco in Italia era di circa 440.000 quintali, di cui più di 130.000 venivano prodotti in Puglia. La provincia di Lecce aveva l’assoluta preminenza con un quinto della produzione nazionale. La produzione del tabacco rappresenta quindi pezzo di storia delle città che unisce aspetti industriali ad aspetti rurali, una storia che inizia da lontano e vede il suo massimo, nel periodo tra le due guerre; periodo che vede la costruzione di numerossissimi luoghi della trasformazione del tabacco, luoghi purtroppo dimenticati con la caduta della produzione a seguito della sua liberalizzazione nel 1970, una produzione locale e statale perdutasi nel meandri del libero mercato. Questa storia ha lasciato un incredibile patrimonio architettonico e urbano dismesso, per lo più in rovina nel territorio pugliese. Le “Reali Manifatture tabacchi” rappresentano sia il punto più alto di questa stagione, sia uno dei più grandi ambiti dismessi della città di Lecce. Il progetto parte dall’analisi e dalla lettura del contesto in cui si trova la Manifattura, il quartiere consolidato di San Pio - storicamente un quartiere operaio- oggi un quartiere fortemente connotato dalla presenza del polo universitario urbano dell’Università del Salento. Proprio per questo, la strategia urbana sviluppata si basa sul riconoscimento e sulla ricucitura dei servizi sovracomunali posti lungo le radiali storiche, i viali ottocenteschi e della Manifattura vista come nuovo baricentro dove coinvogliare nuove funzioni universitarie legate allo sviluppo dei dipartimenti dell’Unisalento e collocare un nuovo spazio espositivo per rispondere alle necessità del vicino dipartimento di beni culturali e archeologici. La composizione dello spazio urbano, progettata successivamente, si basa sulla conservazione del suolo permeabile e boscato prospicente alla Manifattura, il quale rappresenta l’unico lotto mai edificato in tutto il quartiere. Proseguendo con la demolizione di alcuni padiglioni più piccoli e l’apertura ponderata di alcune porzioni del grande muro di cinta, che ad oggi impedisce totalmente a chi percorre via Dalmazio Birago di avere la percezione dei quattro volumi che compongono la Manifattura. Il progetto architettonico, infine, restituisce all'interno della Manifattura una nuova spazialità, rispettando sia il ritmo delle aperture in facciata, sia l'ordine della struttura Nerviana; ma realizzando nuovi spazi del lavoro interni con doppie altezze, nuovi lucernari e patii posti sulla copertura. L'obiettivo finale del progetto è quello di immaginare strategie di rifunzionalizzazione degli ex tabacchifici come luoghi adattabili alle nuove esigenze degli spazi del lavoro legati alla produzione di ricerca e sviluppo locali.
