La riconquista del mare. Palermo e il Museo della navigazione nell'Arsenale della Marina Regia

The parallelism between the city of Palermo, increasingly removed from the coastline, and its Arsenale, estranged and deprived of its age-old relationship with the sea, is an obvious problem. The city and its “ship factory”, however, are clearly separated from each other and, too often, the presence of the Arsenale is not perceived as it should. The thesis aims to reconnect these two elements in an immediate and understandable way, also redefining their relationship with a third and important element: the sea. By understanding the origin of the entire city, the thesis tries to lay the foundations for the redevelopment of the Arsenale area, which is completely incorporated in the context of the shipyards, almost totally devoid of activities capable of attracting a tourist or citizen and to push him to reach the port area, and lacks a clear and direct connection with the city centre. Once the streets in the center have finished, it is in fact difficult to identify the presence of the sea in order to orient oneself in reaching the Arsenale, which in its current state does not have a conformation that makes it visible, and above all recognizable, from great distances. Furthermore, the stretch that runs alongside the Grande Porto is often interrupted by the invasive presence of heavy vehicles, excavations and fences due to the succession of modernization works of the port which, in addition to hindering a fluid path, block the view. The establishment of the new Navigation Museum opens the door to new possibilities for using the area, no longer dedicated solely to shipbuilding, but also to an expression of tourism and urbanity, thanks to the constant opening of the building enclosure and in the presence of attractive functions.

Il parallelismo tra la città di Palermo, allontanata sempre di più dalla linea di costa, e il suo Arsenale, estraniato e privato del suo secolare rapporto con il mare, è un problema evidente. La città e la sua fabbrica di navi, però, risultano nettamente separate tra di loro e, troppo spesso, la presenza dell’Arsenale non viene percepita come dovrebbe. La tesi si pone come obiettivo quello di riconnettere questi due elementi in maniera immediata e comprensibile, ridefinendo anche il loro rapporto con un terzo e importante elemento: il mare. Attraverso la comprensione dell’origine dell’intera città, la tesi cerca di gettare le basi per la riqualificazione dell’area dell’Arsenale, che al momento si trova completamente inglobato nel contesto dei cantieri navali, quasi totalmente privi di attività capaci di attrarre un turista o un cittadino e di spingerlo a raggiungere l’area del porto, ed è privo di un collegamento chiaro e diretto con il centro della città. Una volta terminate le vie del centro risulta infatti complesso individuare la presenza del mare per orientarsi nel raggiungimento dell’Arsenale, che allo stato di fatto non presenta una conformazione che lo renda visibile, e soprattutto riconoscibile, da grandi distanze. Il tratto che costeggia il Grande Porto, inoltre, è spesso interrotto dalla presenza invasiva di mezzi pesanti, scavi e recinzioni dovuti al susseguirsi dei lavori di ammodernamento del porto che, oltre ad ostacolare un percorso fluido, precludono la vista. L’insediamento del nuovo Museo della Navigazione apre le porte a nuove possibilità di fruizione dell’area, non più dedicata solamente alla cantieristica navale, ma anche ad un’espressione turistica e di urbanità, grazie all’apertura costante del recinto dell’edificio e alla presenza di funzioni attrattive.
