Riqualificazione attraverso la finestra : caso studio dell'ex Carcere Femminile di Perugia

Between construction and abandonment, the transition is short; one of the key points for a more ecological world would be to no longer build from scratch but to recover existing structures, rather than having unused areas full of rubble. With this perspective, the subject of the subsequently developed thesis will be, thanks to the use of a call for proposals by the State Property Agency, the case study of the recovery of the former Female Prison of Perugia. Together with the adjacent former Male Prison and the Paradiso Pavilion, they will be part of the project to create the new "Judicial Citadel" of Perugia. This entails the unification of all judicial systems currently located in different parts of the city and province, creating a single judicial hub and revitalizing a part of the historic center that has been left unused for years. The recovery of the former Female Prison will serve as a backdrop to the narrative of the evolution of prisons throughout history, with a focus on the importance that windows have had within them. By analyzing the inner courtyards of the former Prison and proposing a redesign, there will be a discussion about the significance of windows in the functional transformation of existing buildings. Finally, an additional connection will be sought between the two unused prisons by utilizing a strip of land located between them, extending from the Paradiso Pavilion. This will create a green area that serves as a link and public space for all citizens. The architectural project itself for the renovation of the structure will focus on preserving the original elements of the building as much as possible, while the changes will occur through the redesign of the windows. The most significant change from a prison to an office setting lies in the need for adequate lighting, the ability to see outside one's room, and proper air circulation. This thesis does not aim to be a complete response to the call for tender, but rather focuses on how windows play a fundamental role in such a conversion. In the context of repurposing former prisons, the window represents the most substantial change beyond the internal layout. In a prison setting, the purpose of a window is to deny freedom to its inhabitants, whereas in the process of repurposing, the goal is to restore freedom to those spaces that were previously denied it.

Tra il costruito e l’abbandonato il passo è breve; uno dei punti fondamentali per un mondo più ecologico sarebbe quello di non costruire più da zero ma recuperare l’esistente, invece che avere aree inutilizzate piene di macerie. Con questa prospettiva l’oggetto della tesi successivamente sviluppata sarà, grazie all’utilizzo di un bando esposto dall’Agenzia del Demanio, il caso studio del recupero dell’Ex Carcere Femminile di Perugia, che insieme al limitrofo Ex Carcere Maschile ed al Padiglione Paradiso, faranno parte del progetto per creare la nuova “Cittadella Giudiziaria” di Perugia; ovvero la riunificazione di tutti i sistemi giudiziari ora posti in diversi punti della città e della provincia, creando un polo giudiziario unico e andando a riattivare una parte del centro storico di per anni lasciato in disuso. Il recupero dell’Ex Carcere Femminile farà da sipario al racconto dell’evoluzione carceraria nella storia, attraverso un focus sull’importanza che ha avuto la finestra in essa. Analizzando le corti interne dell’Ex Carcere e proponendone una riprogettazione, seguirà un ragionamento sull’importanza delle finestre nel cambio funzionale di edifici preesistenti. Infine, si cercherà di creare un’ulteriore connessione tra i due carceri in disuso, utilizzando una striscia di terreno interposta tra essi, che si sviluppa dal Padiglione Paradiso, creando un’area verde di collegamento e di fruizione per tutti i cittadini. Il progetto architettonico in sé per la riqualificazione della struttura, verterà sulla conservazione il più possibile degli elementi originari dell’edificio, mentre il cambiamento avverrà tramite la riprogettazione delle finestre, in quanto il maggior cambiamento da carcere ad ufficio sta nel dover avere un’illuminazione adeguata, poter vedere al di fuori della propria stanza, ed avere un ricircolo d’aria corretto. Questa tesi non vuole essere interamente la risposta al Bando di Progetto, ma si vuole concentrare su come la finestra funga da elemento fondamentale per una riconversione di questo tipo; nell’ambito della riconversione di ex carceri è il cambiamento più sostanziale, al di là della disposizione interna, lo scopo della finestra in ambito carcerario rappresenta un po’ la negazione della libertà di chi vi abita, mentre nella riconversione l’obbiettivo è ridare libertà a quegli spazi a cui prima era negata.
