Territories that are defined in the literature as marginal or intermediate are also a catalyst for territorial reflections and policies because they are still facing an autonomous evolution compared with urbanized areas. As a consequence, conditions of dependence have been created between marginal territories and the hierarchically superior centers in their proximity. These realities often boast recognition for their landscape and naturalistic value, which has been and could be renewed, as a driving force for tourism promotion policies spread throughout the territory. However, to revitalize these areas, increasing seasonal activities is not enough; it is important to strengthen the ties that these locations have with each other and to balance the relationships with the main center or centers in their proximity. It is necessary, with this purpose, to create a stable framework to consolidate support networks of both a physical and intangible nature, such as the coordination between actors in the area, recognizing their endogenous potential, and putting it at the center of the policy design process. Territorial networks are not only transport and communication infrastructures but also political, economic, social, and cultural relationship systems explicitly located at different scales. Like computer networks, territorial networks can also be interpreted as communication channels, which enable the exchange of resources, data, or knowledge. The territory subject of this thesis, for which network proposals will be structured, is part of the South-Western Alps. The process will start from a multi-scalar investigation that follows three lines of action named localities, valleys, and systems, and it will integrate the different identified geographies with the goal of restoring the centrality of the territories on the borders through the definition of scenarios for the future.
Il tema dei territori definiti in letteratura come marginali o intermedi è, ad oggi, un catalizzatore di riflessioni e politiche territoriali in quanto stanno affrontando un’evoluzione autonoma rispetto al resto del territorio urbanizzato, la quale ha generato condizioni di dipendenza dai centri gerarchicamente superiori in loro prossimità. Queste realtà vantano spesso un riconoscimento per il loro valore paesaggistico e naturalistico, il quale è stato, e potrebbe rinnovarsi, come motore di politiche di promozione turistica diffuse sul territorio. In questo senso però, per rivitalizzare queste aree, il solo incremento di attività stagionali può non essere sufficiente, è importante rafforzare i legami che queste località hanno tra di loro ed equilibrare i rapporti con il centro, o i centri, principali di riferimento. Serve, in tal senso, creare un’armatura stabile che permetta di consolidare delle reti di supporto sia di natura fisica che immateriale, come la coordinazione dei network di attori sul territorio, riconoscendone le potenzialità endogene e mettendole al centro del processo di disegno di policy. Le reti territoriali non sono solo infrastrutture di trasporto e di comunicazione, ma anche sistemi di relazione di tipo politico, economico, sociale e culturale esplicitamente localizzati a differenti scale. Come le reti informatiche, anche quelle territoriali possono essere interpretate come canali di comunicazione, che permettono di scambiarsi risorse, dati o conoscenze. Il territorio oggetto di questo studio, per il quale verranno strutturate proposte di rete, sarà quello delle Alpi Sud-Occidentali. Il processo partirà da un’indagine territoriale multi‐scalare che segua tre linee di intervento nominate località, valli e sistemi, e che integri le diverse geografie individuate con l’obiettivo di restituire centralità ai territori dei confini attraverso la definizione di scenari per il futuro.
