Ex-cludere : trasformazioni contestuali del carcere di San Vittore

This work stems from the desire to deal with the issue of limits, of restrictions, which in recent years has become one of the constitutive elements of our reality. The pandemic from Covid19 has fallen upon us suddenly and indiscriminately, without our being able to do anything to avoid it. We have all had to experience the dimension of a restricted life at home, with many difficulties. This trial period forced us to adapt continuously, but it also taught us how every situation can turn into a new opportunity. This experience, linked to the design field, moved me to experiment with the implementation of a work that investigates the relationship between constraint and freedom, the possibility of discovering a way to show all the potential contained in what, at first glance, looks like a limit. The project involved the Milanese prison of San Vittore, with the aim of showing that even “hard” infrastructures, such as prisons, can trigger creative relationships with the surrounding urban context and transform it in a positive way. Prison is presented as a typology that already has constraints in its programmatic choice and, due to the problems that revolve around it, is an architecture that reflects this theme to the highest degree. For some years now, an awareness raising process has begun, which has led to the development of alternative ideas to detention that are not linked to the sole form of imprisonment within the prison, but which explore the possibilities of rehabilitation and meeting. All this always in comparison with world and European experiences. What has just passed was, for Italy, a year of reforms and attention in this area, focusing attention on the dignity of those who live daily in contact with the restricted reality: Law no. 134/2021 and the growing interest in the issue of restorative justice are an example. On the other hand, however, the problems related to overcrowding, the inadequacy of structures and spaces, the typological rigidities of the existing remain open. In this field and in a climate of change, which is already affecting other areas, what contribution can the Culture of Design bring?

Questo lavoro nasce dal desiderio di confrontarsi con il tema del limite, delle restrizioni, che negli ultimi anni è diventato uno degli elementi costitutivi della nostra realtà. La pandemia da Covid19 ci è piombata addosso improvvisamente e indiscriminatamente, senza che potessimo fare nulla per evitarlo. Tutti abbiamo dovuto sperimentare la dimensione di una vita ristretta fra le mura domestiche, con non poche difficoltà. Questo periodo di prova ci ha costretto ad adattarci continuamente, ma ci ha insegnato anche come ogni situazione possa trasformarsi in una nuova occasione. Tale esperienza, legata all’ambito progettuale, mi ha mosso a sperimentare la messa in pratica di un lavoro che indaga proprio il rapporto fra vincolo e libertà, la possibilità di scoprire una strada per mostrare tutte le potenzialità contenute in ciò che, ad un primo sguardo, appare solamente un limite. Il progetto ha interessato il carcere milanese di San Vittore, con l’obiettivo di mostrare che anche strutture “dure”, come i penitenziari, possono innescare relazioni creative con il contesto urbano circostante e trasformalo in modo positivo. Il carcere si presenta come una tipologia che già nella scelta programmatica ha dei vincoli e, per le problematiche che ruotano attorno ad esso, è un’architettura che riflette questo tema all’ennesima potenza. Ormai da qualche anno si è iniziato un processo di sensibilizzazione, che ha portato a sviluppare idee alternative alla detenzione che non restino legate alla sola forma di reclusione all’interno della prigione, ma che esplorano possibilità di riabilitazione e d’incontro. Il tutto sempre in confronto con le esperienze mondiali ed europee. Quello appena trascorso è stato, per l’Italia, un anno di riforme e attenzioni in questo ambito, puntando l’attenzione alla dignità di coloro che vivono quotidianamente a contatto con la realtà ristretta: la Legge n. 134/2021 e il crescente interesse sul tema della Giustizia Riparativa ne sono un esempio. Dall’altra perte restano, però, aperte le problematiche legate al sovraffollamento, all’inadeguatezza delle strutture e degli spazi, alle rigidità tipologiche dell’esistente. In questo campo e in un clima di cambiamento, che già investe altri ambiti, che contributo può portare la Cultura del Progetto?
