La transformacion no para en villa 31 : il cambiamento della città informale a Buenos Aires

The aim of this work is to examine the experience of the urbanization process of villa 31 in the city of Buenos Aires, analyzing its limits and possibilities. The area taken into consideration is a well-known portion of the city of Buenos Aires, characterized by conditions of extreme poverty, on the border with the pulsating center of the city, where important political and economic institutions are located. The text discusses the dichotomous conditions of the organization and form of the city, describing how these two opposite realities are two sides of the same coin of which the first is the daughter of the second and represents its natural evolution and response. References, approach and results of the work have matured thanks to a period of research and work in the city of Buenos Aires, where it was possible to observe and study the context in the field, with particular attention to Villa 31 and the role of the local public transport network that crosses it. The discussion is divided into two parts: the first proposes to bring the reader closer to the context under study, analyzing the case of villa 31, from its formation up to the most recent urbanization process. A relevant case which also allows people to try to examine categories and products that usually prefigure our cities, with situations of concrete urban duality. On the other hand, the second part brings out, in the light of the period spent on site, the characters and dynamics of daily life practices within this part of the city. Assuming the presence of public transport in these contexts as a strong connection tool with the formal city, the story concerns one of the bus lines that cross Villa 31 and the city of Buenos Aires. With the help of this narrative expedient, we will try to describe the population, its habits and current daily life in the villa. The ultimate goal is to get to know a project, not with the intention of enhancing its specificity, but to analyze its generic values as a prefiguration of possible urban transformation scenarios.

Lo scopo di questo lavoro è esaminare l'esperienza del processo di urbanizzazione della villa 31 nella città di Buenos Aires, analizzandone i limiti e le possibilità. L’ambito preso in considerazione è una nota porzione della città di Buenos Aires, connotata da condizioni di profonda povertà, al confine con il centro pulsante della città, dove hanno sede importanti istituzioni politiche ed economiche. Il testo discute le condizioni dicotomiche dell’organizzazione e della forma della città, descrivendo come queste due realtà opposte siano due facce della stessa medaglia di cui la prima è figlia della seconda e ne rappresenta la sua naturale evoluzione e risposta. Riferimenti, approccio ed esiti del lavoro sono maturati grazie a un periodo di ricerca e lavoro nella città di Buenos Aires, dove è stato possibile osservare e studiare sul campo il contesto, con particolare attenzione alla Villa 31 e al ruolo della rete di trasporto pubblico locale che la attraversa. La trattazione è suddivisa in due parti: la prima propone di avvicinare il lettore al contesto oggetto di studio, analizzando il caso della villa 31, dalla sua formazione sino ad arrivare al più recente processo di urbanizzazione. Un caso rilevante anche per provare a esaminare categorie e prodotti che di solito prefigurano le nostre città, con situazioni di concreta dualità urbana. La seconda parte invece fa emergere, alla luce del periodo trascorso in loco, caratteri e dinamiche delle pratiche di vita quotidiana all’interno di questo brano di città. Assumendo la presenza del trasporto pubblico in questi contesti come forte strumento di connessione con la città formale, il racconto riguarda una delle linee degli autobus che attraversano la Villa 31e la città di Buenos Aires. Con l’aiuto di questo espediente narrativo si proverà a descrivere la popolazione, le sue abitudini e la vita quotidiana oggi nella villa. L'obiettivo finale è quello di conoscere un progetto, non con l’intento di valorizzare la sua specificità, quanto per analizzare i suoi valori generici come prefigurazione di possibili scenari di trasformazione urbana.
